The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly motivated individual to serve as a Lead Service Authorization Consultant. This position ensures that the DBHDS Developmental Disabilities (DD) waivers’ service authorization system maintains all standards of accountability, proficiency and responsiveness to the users of the system which results in the alignment of needs and resources of all the individuals receiving DD waiver funded services. This position is responsible for providing oversight of staff performing service authorization for the DD waivers, assuring that all criteria are met from the initiation of the process with the individual and support coordinator through to the provider authorization of a service. This includes, but is not limited to, interfacing with support coordinators and their supervisors; problem solving with Service Authorization Consultants to ensure individuals receive the appropriate services according to their assessed needs and ensuring appropriate communication occurs with CSBs, private providers and the VA Medicaid Enterprise System (MES). Additional duties include reviewing Individual Support Plans, Planning Calendars, and Service Authorizations to stakeholders, and ensuring benchmarks, timeliness in processing requests, and other quality standards are met. This is a regional, full-time telework position which serves several counties and cities such as: Alleghany, Amherst, Culpeper, Fauquier, Madison, Orange and the cities of Fredericksburg, Harrisonburg, Lynchburg, and Winchester etc. Frequent state travel will be required.

Minimum Qualifications
Knowledge of professional standards of supports and services for individuals with Developmental Disabilities (DD), including knowledge of best practices. Demonstrated ability to organize and prioritize work assignments and to communicate effectively orally and in writing. Ability to research and identify changes in program requirements and policies, and to interpret state and federal regulations. Ability to use a range of computer programs and database applications such as Word, Excel, and the Internet, as well as the ability to work with electronic information systems.

Preferred Qualifications
Knowledge of the support needs of persons with disabilities (physical, cognitive, emotional), health and social service programs and issues, community resources, state and federal DD regulations, negotiation techniques, problem resolution, medical terminology, and medical standards of treatment. Bachelor’s degree in a human services field (including, but not limited to, sociology, social work, special education, rehabilitation counseling, or psychology) or demonstrated training/professional experience in the delivery of services to individuals with DD. An understanding of best practices in DD services.

Special Requirements
Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite. However, this position is currently eligible for one (1) telework day a week. Additional days may be considered. Both options are at the discretion of the Supervisor.
