Your Role

The IT Quality Engineering team is part of the IT Shared Services organization. The Quality Engineering Manager will report to Quality Engineering Senior Manager and Director. In this role, you will closely work with IT Shared Services leaders and managers to improve overall quality Engineering work in the new portfolio model. Your Work

In this role, you will:

  • Provide day-to-day management of a team of Quality Engineering Engineers
  • Work with other Quality Engineering Managers to implement Quality Engineering strategies across the organization
  • Communicate Testing status to project stakeholders
  • Negotiate and manage the Quality Engineering project budget
  • Define and track metrics to measure Quality Engineering effectiveness and efficiency
  • Manage staff engaged in the design/development/acceptance, administration, or operations of IT system functions, programs, or manages the delivery of IT services to a physical location/site
  • Drive and implement CI/CD initiatives
  • Implement testing strategies for cloud computing and testing
  • Manage quality engineering work in the areas of Operations Portfolio and other Quality Engineering Common Services areas
  • Be responsible for System Development Life Cycle (SDLC) of applications within IT Shared Services Quality Engineering Department working across all applications/infrastructure and data for entire business; application and functional testing, integrated release regression testing, automation, production incident support across major applications within these portfolios including Facets & Extensions, Elements, EDI, ESB and Data
  • Be responsible for making improvements and modifications to Operating Model and Strategic Architecture of the team along with defining and publishing key performance metrics of the team on regular basis
  • Communicate with parties within and outside of the team, which may include external customers or vendors depending upon the job function, and influence decisions which are usually more product and operationally oriented

QUALIFICATIONS
Your Knowledge and Experience

  • Requires a bachelor's degree or equivalent experience
  • Requires at least 7 years prior relevant experience, including 3 years of management experience gained as a team leader, supervisor or project/program manager
  • Excellent communication skills, both written and verbal, as well as relationship building skills to collaborate with and influence all relevant stakeholders, both internal and external
  • Strong experience on Agile and cloud transformation implementations
  • Strong independent judgment, problem -solving, critical and analytical thinking skills, including a "moral compass" and high integrity required
  • Ability to work with minimal supervision, to multi -task, and to deliver a quality work product in a highly regulated, demanding, and constantly changing corporate environment required
  • Ability to work collaboratively in a team, applying people management and mentoring skills required
  • Project management certifications and Agile certifications are preferred

Pay Range:

The pay range for this role is: $ 118800.00 to $ 178200.00 for California.

Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.

Physical Requirements:

Office Environment - roles involving part to full time schedule in Office Environment. Due to the current public health emergency in California, Blue Shield employees are almost all working remotely. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
