POSITION SUMMARY:
Rappahannock Goodwill Industries (RGI) is searching for a part-time (24 Hours per week, Tuesday, Wednesday, Thursday) Mobile Workforce Specialist’s role is to address service equity gaps in Orange County to assure that Orange residents have access to job placement and workforce training services. Three days a week the Mobile Workforce Specialist will provide support and guidance to job seekers through access points at the Orange County Public Library: Orange Branch, Gordonsville Branch, and Wilderness Branch. Strong digital skills are required as the Specialist assists customers in navigating employment and training opportunities online. The Specialist also must build strong relationships with library management, staff, and community stakeholders to create a mutually beneficial partnership.

ESSENTIAL DUTIES:
- Establish and maintain positive relationships with employers, community partners, and internal partners to provide the most effective services possible.
- Establish program access for underserved communities through outreach activities and mobile help centers within Orange County Public Library system.
- Educate job seekers about the resources that are available to them including employment services, education and training opportunities, and community resources.
- Utilize person-centered planning to assess client strengths, skills, barriers, and goals.
- Work with jobseekers to find suitable employment; devise individualized employment plans, use information to determine training and/or other needs, match skill set to potential job opportunities, provide job search assistance, resume-writing, interviewing skills and make reasonable and appropriate referrals.
- Track participant enrollment, goal attainment, credentials, job placement, and wage increases.
- Collaborate with Center Manager, Business Services Team, and VEC Employer Representative to maintain a list of available job opportunities and required job skills to link clients to those employment opportunities.
- Organize local hiring events. Coordinate industry-specific hiring pipelines to connect jobseekers with local employers.
- Meet monthly and quarterly performance metrics regarding numbers served and job placements.
- Have reliable transportation to meet the mobile requirements and multiple worksites required of the position.
- Attend trainings as appropriate to maintain and increase knowledge in the field.
- Maintain confidentiality regarding all client and staff information.
- Miscellaneous data entry and reporting as needed.
- Perform other duties as assigned.
Education/Training:
- Associate degree or two years related experience and/or training, or equivalent combination of education and experience.
- The ability to establish and maintain effective working relationships with clients, staff, employers, and community agencies.
- Knowledge of best practices in resume writing, interview skills, networking, and job search techniques.
- Comfortable presenting information to clients one-on-one or in larger groups.
- Basic knowledge of computer use, basic record-keeping skills, and calendar management.
- Strong time management and project management skills.
- Knowledge of regional community organizations and programs.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from groups of managers, clients, employers, and the public.
Mathematical Skills:
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
- Ability to compute rate, ratio, and percent and to create and interpret bar graphs.
Physical Demands:
- While performing the duties of this job, the employee is required to stand, walk, sit, use hands to finger, handle, or feel objects, tools, or controls, reach with hands and arms, and talk or hear.
- The employee must frequently lift and/or move 10-25 pounds and occasionally up to 50 pounds with assistance.
- Specific vision abilities required by the job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Must have a valid State of Virginia driver’s license, be able to provide proof of insurance and have a DMV record with a minimum 3+ points.
- Must be able to successfully complete state background investigation and drug screening.
