Position Overview:
Castle Rock Water is seeking an experienced Operations Manager who performs professional and managerial work overseeing the Operations Division. This position manages staff and ensures successful regulatory compliance related to treatment, distribution and wastewater collection. This position develops resource management plans; supports and manages long and short range planning and coordinates with various stakeholders. This position develops and implements programs supporting the department's strategic initiatives, mission and vision. They will perform duties in a manner consistent with the stated values of the organization.

Essential Duties and Responsibilities

  • Supervises personnel. Assigns and plans work of others. Establishes performance standards, coordinates activities and allocates personnel. Makes decisions related to staffing, performance evaluations, salary increases, and training. Ensures compliance with applicable personnel guidelines and employment law.
  • Responsible for gathering and interpreting a variety of information to implement solutions relating to water production, distribution system operation, and maintenance of equipment and systems required to meet the Town's needs and to protect public health and welfare.
  • Plans and implements programs and projects that support the Operations Division with respect to continuous improvement and cost savings.
  • Develops and oversees programs including resource management and environmental protection plans. Oversees applicable budget including recommendations regarding purchase of major equipment, level of service initiatives, and staffing levels. Responsible for interdepartmental communication and coordination and oversight of public education and involvement.
  • Serves as a key member of the department's continuous improvement team with responsibility for improving efficiency and effectiveness of the Operations Division. Participates in departmental benchmarking efforts. Focuses on process optimization, energy savings, and sustainable business practices.
  • Serves as a key member of the department's asset management team with responsibility for developing and implementing efficient life cycle business practices for the Town's water treatment and distribution systems for stormwater infrastructure and wastewater collection systems.
  • Coordinates with various stakeholders. Ensures effective communication and coordination with outside agencies.
  • Serves as a member of the department's management team and participates in formulation and implementation of Departmental policy in broad areas such as strategic planning, long range financial planning, employee development, and support of town wide programs.
  • Ensures compliance with applicable local, state and federal laws, reporting requirements, permits and environmental regulations.
  • Responsible for developing and implementing water quality monitoring and data management programs for the Town's blended ground and surface water systems.
  • Responsible for oversight and implementation of operations aspects of the department's health and safety program, security program and emergency response program.
  • Prepares and makes Council, Commission and public presentations.
  • Conducts on-site facility and project evaluations and attends out-of-office meetings.

Minimum Qualifications

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education: Bachelor’s degree in engineering, physical or biological sciences, or related field

Experience: Five (5) years of experience that includes project/program management in a water and wastewater utility; operations experience in water treatment processes and wastewater collection systems and progressively responsible experience supervising a team of operations and maintenance professionals in a municipal water and wastewater utility; or any equivalent combination.

Certifications and/or Licenses Required:
  • Valid Driver's License

Preferred Qualifications:
  • Advanced License as a Water Operator and Collection System Operator strongly preferred, or any other applicable licenses and/or certifications

Knowledge, Skills, and Abilities:
  • Knowledge of effective supervisory principles and techniques
  • Advanced knowledge of the principles and practices of municipal water treatment and wastewater collection systems
  • Ability to effectively manage all aspects of projects and programs related to municipal infrastructure maintenance
  • Working knowledge of Microsoft Word, Excel, Project, Outlook and Power Point
  • Experience in reviewing water and wastewater infrastructure plans from a perspective of assuring the Town's long term operations and maintenance goals are being accommodated
  • Strong written and oral communication skills to effectively communicate with staff members, senior Town management, and outside agencies. Ability to effectively communicate with adversarial contacts
  • Ability to establish and maintain effective work relationships with citizens, developers, contractors, Town staff and project stakeholders
  • Ability to make appropriate independent decisions and provide solutions to complex problems
  • Ability to conduct on-site project/program evaluations and travel to meetings either within or outside Town limits
  • Strong public presentation skills
  • Excellent organizational skills
  • Ability to apply Town standards and policies to the management of the Utilities Operations Division
