Bellevue is known as "A City in a Park," with over 2,700 acres of parks and open space. Bellevue's Parks and Community Services Department is seeking its next Parks Property and Acquisition Manager. This position is tasked with strategically expanding the park system through acquisitions, managing properties banked for future development and protecting current property interests, easements and obligations. Further, this position is responsible for budget development, contract management, strategic planning, developing policy and procedure, performance management, and personnel management.

- Negotiates the purchase of real property for parks and natural area conservation
- Leads complex real estate transactions including both acquisition and disposition
- Serves as technical advisor to senior management on property rights, regulations and property transactions
- Administers permits and agreements for temporary and permanent uses of city park property by private entities other and public agencies
- Maintains and updates policies and procedures for park property acquisitions and property management
- Oversees operations of a public marina
- Manages and monitors revenue and expenditures for interim uses of parks properties including both single-family and multi-family residential property management
- Works in close collaboration with other city department staff, consultants, contractors, businesses, federal, state, county agencies and residents
- Recruits, supervises, and evaluates performance of staff and/or contractors
- Writes and oversees grant submittals in fundraising efforts and complies with federal, state and/or local agency procedures related to property acquisitions or dispositions
- Regularly engages with the public, elected and appointed officials in a wide variety of local and regional settings
- Collaborates with customers, stakeholders, and residents on public policy issues
- Manages resources including personnel, budgets, operations and finances. Provide oversight and signature authority for division contracts and purchase requisitions
- Oversees the planning and preparation of options/alternatives and proposals for short and long-term strategic planning
- Responds and communicates to public, co-worker and staff and park leadership team inquiries regarding operations and projects
- Develops systems to track and manage property and project management operations
- Works directly with Legal Department on City park property and management issues including encroachments and risk management issues
- Keeps records and prepares written reports, regarding property issues, projects and operations
- Works under the general supervision of the Assistant Director of Parks & Community Services
- Exercises supervision over Contract Administrator(s) and administrative employees, as assigned
Knowledge, Skills and Abilities:
Knowledge of principles and procedures of property acquisition; ability to read and interpret engineering plans, profile drawings, survey and maps- Knowledge of procedures related to property acquisition and/or disposition for federal-, state- or county-funded projects for voluntary acquisition and eminent domain
- Knowledge of appraisal and negotiation principles, policies, procedures and techniques, including specialty appraisal theory and techniques
- Ability to review and interpret legal descriptions, land title reports, and instruments of ownership
- A demonstrated commitment to ongoing learning of diversity, equity & inclusion principles and a commitment to implement these principles in your work
- Ability to develop and maintain effective working relations with associates, employees, of other departments, representatives of other organizations and grant agencies, property owners, neighboring jurisdictions, City officials, and the public
- Ability to work successfully in a political environment
- Ability to identify, write and oversee grant applications, presentations and review processes to public and private funding entities
- Knowledge of property management leasing including rate setting, market analysis, and setting overall cost recovery targets
- Knowledge of budget preparation and expenditure control
- Strong leadership skills with ability to build consensus with diverse groups
- Knowledge of marina and property management laws, rules, and regulations including landlord tenant act
- Graduation from an accredited four-year college or university with a Bachelor degree in urban planning, environmental science, real estate, business administration, or related field
- Five or more years of progressively responsible real estate experience (acquisition, disposition, appraisal, property management, and real estate law)
- Or any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities
- Valid Washington State driver’s license
- Completion of a Background Check
