Major Duties and Responsibilities
- Serves as the point of contact for submittal and resubmittal of development related permits for the CLT Development Center and works to ensure that the entire review and approval process is timely, well-coordinated, efficient, and predictable, with the focus on successful project outcomes
- Provide customer service point-of-contact functions by responding to telephone calls, email and voicemail with courteous service and remain readily accessible and responsive with seamless delivery
- Coordinates with City agencies and departments to ensure coordination of plans, regulations, and policies through the intake and closeout process
- Reviews development applications for completeness and accuracy
- Manages multiple permitting projects through the process and works closely with other City departments/agencies and external agencies to manage customer expectations
- Assists customers with their understanding and use of the permits management system, Accela
- Establishes and maintains cooperative and effective working relationships with the public and all agencies involved in the development process
- Maintains records management of electronic and paper departmental files
- Inputs data and maintains the permit information within Accela
- Perform administrative functions including:
- data entry
- scanning
- filing
- answering telephone calls
- processing financial transaction
- responding to all correspondences
- Work with City staff & with outside agencies to provide complete information about ongoing / approved Charlotte Development Center projects
- Monitor incoming projects for accuracy of application information & required documents
- Coordinate project closeout including creation of grading permit and release & placement of holds in County systems
- Other duties as needed
Knowledge, Skills & Abilities
- Ability to read (or learn to read) architecture / engineering / construction plans
- Knowledge of (or ability to learn) Accela Software system
- Master new routines & skills / translate instructions into actions / retain information / occasionally functions at higher levels of responsibility
- Intermediate computer proficiency level in:
- Microsoft Word
- Excel
- Outlook
- Explorer
- Ability to use computer effectively & utilize software programs designed to assist in performing daily task
- Actively pursues & develops new ideas / methods / procedures to meet changing situations
- Collaborates effectively within workgroups & across organization
- Communicates appropriately / accurately / completely / clearly in timely manner
- Provides appropriate & timely feedback to peers / team / supervisor
- Looks for opportunities to improve services & being open-minded / considers multiple options
- Performs job duties reliably & with minimal supervision
- Ability to multitask / prioritize / organize / manage high volume administration requests
- Ability to obtain & Maintain City’s driving permit
Preferred Qualification
- Experience with Accela Software system
- Experience with architecture / engineering / construction plans
- Associate’s degree in related field
Minimum Qualifications
High School diploma/GED with three (3) years of relevant work experience; or an Associate’s degree with one year of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
