Position Information


The San Antonio District is posting a Planner I, II or III for the Advanced Transportation Planning Office. The selected individual would gain valuable experience in a wide range of areas, such as getting familiar with the Unified Transportation Program funding categories, the programming of projects for the four year plan, participate in public involvement through the development of the Transportation Improvement Program, help coordinate the annual bike public hearing presentation, Communicate with governmental entities and stakeholders on plans and programs, and oversee selected improvement planning projects around the San Antonio Area.

The San Antonio Area is one of the largest metropolitan areas in the United States, and the growth in and around San Antonio is projected to continue. The Advanced Planning Office plays a key role in the process of planning, developing, environmental and funding large scale and small-scale transportation projects to meet the growing needs of this large area. Specifically, this position will assist in the understanding of developing schematics, understanding the impact of the environmental process, acquisition of right of way, utility relocation and design on the project delivery process

Starting Yearly Salaries -

Planner I (B17): $45,303.00 - $50,072.00

Planner II (B19): $52,822.00 - $58,382.00

Planner III (B21): $60,435.00 - $66,796.00

This position is for (1) Planner I, II, or III depending on business need and applicant's qualifications. TxDOT reserves the sole right in determining the level of position based on business needs and the applicants work experience, education, skill level and all other appropriate factors.

Position Description


Performs planning and programming activities in support of management-related programs and transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Essential Duties:

Planner I, II, or III:

  • Conducts or participates in Regional Planning Meetings
  • Oversees selected improvement planning projects
  • Develops funding distribution formula for planning and monitoring the use of funds by Metropolitan Planning Organizations; may work with the MPO to develop annual work program and long-range plans.
  • Reviews, evaluates and responds to requests from sponsors for state and federal improvement funds.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Planner I, II, and III:

Education: Bachelor's degree in transportation planning, engineering, business admin or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Planner I -

Experience: 1 year planning or research analysis experience. Experience can be satisfied by fulltime or prorated part-time equivalent. Related graduate level education may be substituted for experience on a year per year basis.

Planner II -

Experience: 2 years planning or research analysis experience. Experience can be satisfied by fulltime or prorated parttime equivalent. Related graduate level education may be substituted for experience on a year per year basis.

Planner III -

Experience: 3 years planning, research, or legislative analysis-related activities. Experience can be satisfied by fulltime or prorated part-time equivalent. Related graduate level education may be substituted for experience on a year per year basis.

  • Forecasting methodologies.
  • Urban transportation planning.
  • Program and project planning, development, and management methodologies.
  • Concepts, techniques and tools used in planning, designing and implementing database management systems and related technologies.
  • Transportation funding programs.
  • Planning methods, techniques and strategies.
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external.
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short- and long-term deadlines.
  • Planning and coordinating workshops, seminars and task force activities.
  • Developing and giving presentations.
  • Using computers and applicable programs, applications, and systems.
  • Planning, directing, coordinating and scheduling.
  • Communicate effectively.
  • Developing and implementing programs.
  • Modeling principles and practices.
  • Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused.

Physical Requirements and Working Conditions:

  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
