Department Overview
FERC Electric Proceedings (FEP) provides regulatory expertise and case management services for PG&E's Federal Energy Regulatory Commission (FERC) filings of jurisdictional electric tariffs and rate schedules. FEP manages the development, approval and implementation of FERC filings, in collaboration with business partners in other organizations. In addition, FEP is responsible for ensuring that the Corporate Affairs Department has the necessary procedures and controls in place to maintain compliance with applicable FERC regulations.
Position Summary
The successful candidate for this position will sponsor testimony in FERC rate cases on 1) the operation and design of two Formula Rate Models for PG&E’s TO Tariff and Wholesale Distribution Tariff, 2) Wholesale Distribution Tariff rate design in various proceedings, and 3) annual updates of four TO Tariff Balancing Accounts. Manage the revisions of the Formula Rate Models for each annual update and respond to stakeholder questions about changes and inputs to the models through discovery and technical conferences. Case manage the filings of the annual TO Tariff Balancing Accounts.
Act as a technical expert on the use of PG&E PowerShark tariff software necessary for PG&E’s filings at FERC and to work with PG&E’s IT organization to troubleshoot any issues with updates to the PowerShark software.Models so that the supporting schedules and workpapers are clear and support the validity of the Formula Rate Models overall.
Work with PG&E subject matter experts providing cost-of-service inputs to the Formula Rate
This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
A reasonable salary range is:
Bay Area Minimum: $128,000.00
Bay Area Maximum: $218,000.00
OR
California Minimum: $122,000.00
California Maximum: $207,000.00
Job Responsibilities
Rate Model Development and Support (70%): Develop and/or modify cost-of-service models which includes rate design. This work will require the coordination of up to 15 or more subject matter experts in different elements of the cost-of-service. Develop compelling testimony explaining and advocating for PG&E rate cases and rate design methodologies. Analyze and summarize testimony, reports, pleadings, and discovery responses prepared by PG&E, other utilities, FERC Trial Staff or intervenors. Analyze and interpret regulatory proposals, legislation, and other relevant materials as needed.
Regulatory and Ratemaking Support (10%): Support internal business partners by providing expertise as a subject matter expert on FERC procedural matters, cost recovery, and rate development.
FERC Rate Case Management (10%): Leads team that p repares FERC-jurisdictional rate case and other filings of moderate to high complexity including preparation of a company-wide cost of service with segregation of costs to functional area subject to the rate case. Additional responsibilities include: drafting transmittal letters; coordinating with other subject matter experts and witnesses, reviewing testimony, workpapers and discovery responses for submittal in regulatory proceedings. Reviews and analyzes intervenor and FERC Trial Staff positions to inform decisions on litigation and/or settlement strategies. Manage filing process including completion of all pre- and post-filing compliance and implementation tasks.
FERC Compliance (10%): Implement regulatory decisions, including creating and/or revising moderately complex tariffs, billing, and regulatory accounting rules. Support department's FERC compliance efforts, including working on process maps, documentation of procedures, and implementation of controls.
Qualifications
Minimum:
Bachelors Degree in Business Administration or job-related discipline or equivalent experience
Experience in regulatory matters, 10 years
Desired:
Maste r ’s degree in Business, Economics, Finance, Accounting, or equivalent work experience
Experience with FERC cost of service rate filings and the application of FERC’s Uniform System of Accounts
Skilled in use of Microsoft Office Excel and PowerPoint
Familiarity with SAP
Advanced understanding of rates and cost recovery principle
Experience with cost of service rate filings
Understanding of the FERC regulatory environment and/or equivalent legal background.
Project management experience
Familiarity with tariffs and contracts
Excellent oral communication and writing skills
