Hourly range for this position is $23.74 - $35.61.

Responsibilities:
MSTS is seeking one Procurement Specialist I.
Key Responsibilities
- Form and issue purchase orders including pre-qualifying bidders, preparing bidders lists, forming bid packages, issuing bid requests, coordinating bidder's questions, receiving bids, evaluating bids, preparing bid summary and award recommendation letter, recommending and securing approvals in accordance with established procedures, preparing and committing order, and preparing and maintaining control and status reporting documents.
- Administer assigned purchase orders by performing the following functions:
- Perform assigned tasks under supervision in formation and administration of purchase contracts, construction contracts and technical service agreements. Exercises independent judgment in performing assigned contract tasks consistent with the development of skills as determined by assigned supervisor.
- Communicate with suppliers to achieve performance required by the purchase order or other contractual documents to meet project needs.
- Communicate with Engineering to achieve the understanding needed to process material requisitions.
- Prepare and organize procurement sponsored meetings such as bid clarification and post award meetings for the purpose of ensuring complete understanding and agreement between Mission Support and Test Services, LLC and supplier on all contractual matters. After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes.
Due to the nature of our work, US Citizenship is required for all positions.
- Bachelor’s degree in a business-related field or equivalent training and experience.
- Experience in purchase order processing for materials and services.
- Excellent oral and written communication skills regarding technical and production matters with both supplier personnel and other internal departments.
- Experience in expediting skills or other procurement related function.
- Previous experience with Oracle Purchasing Module desirable.
- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
- Work schedule for this position will be a 9/80 work schedule (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver's license.
Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘
Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘
Implementation of Personal Identity Verification for Uncleared Contractors.’

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
