Salary range is $0k to $165k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:
The Program Manager - Financial Transformation reports directly to the Deputy Director, Financial Transformation. The position is a change agent and communicator with both technical and process analytical skillsets and participates in transformation programs and process improvements initiatives to:
- Manage financial transformation projects and collaborate within finance, and interact with IT, asset management, operations, project controls and other business partners on related processes.
- Analyze financial data in relation to processes to land solutions.
- Deliver large-scale transformation program and continuous process improvements.
- Deliver end to end implementation, making proposals and recommendations to to-be state process designs that deliver sustainable impact to the agency.
- Run change management involving people, systems, and culture.
ESSENTIAL FUNCTIONS:
Qualified applicants will be able to project manage, track details, collaborate with diverse staff, facilitate meetings, write and review documents, communicate clearly, exercise independent judgment and strategic thinking, take initiative, make informed decisions within defined guidelines, and deliver completed tasks on schedule.

- Identifies opportunities to automate and re-engineer / streamline processes partnering with process owners to implement those changes.
- Aligns communications at all levels of the organization and resolving technical misalignment to deliver efficiency and value to the agency with an impact.
- Project manages work streams within larger efforts and leverages expertise to inspire a sense of shared purpose as one ST.
- Defines, measures, analyzes current processes and technology to implement to-be processes and solutions, including processes and procedures documentation.
- Designs complex processes and implements projects.
- Troubleshoots process and data issues, including analyzing and reconciliation during transition.
- Supports business process re-engineering, business process modeling and data analysis to examine end-to-end business processes to improve efficiency.
- Enables process owners to be subject matter experts by driving training, documentation, and clarity of roles and responsibilities.
- Facilitates cross-functional teams on transformation projects and management system processes, which includes serving as a project manager and facilitator to support an agency wide shift in how work is done end-to-end.
- Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s degree in Accounting, Finance, Information Technology, Computer Science, or Business Administration and four years of experience as a CPA, Analyst or Administrator of Finance systems; OR a combination of education and experience.
Required Knowledge and Skills:
- Demonstrated experience leading Finance and business processes improvements alongside technology transformations.
- Experience to leverage data and systems to align processes through automations, process simplifications and standardization.
- Experience to trouble shoot data and process with recommendations for change.
- Experience to build solution to address business challenges and issues with understanding of intersection between processes, technology, data, and business needs.
- Strong problem-solving skills; analytical and quantitative; organized; fast learner and able to multi-task in a challenging, fast-paced, results-oriented, and culturally diverse environment.
- Strong strategic and system thinking, leadership, and relationship management with strong communication skills.
- Proactive project management skillset with structure and ability to prioritize.
- Organization, attention to detail, and follow-through on small and large tasks.
- Highly dependable and operates with integrity and transparency.
Preferred Knowledge and Skills:
- Business process management or management consulting (internal/external).
- Part of business / finance operations teams driving process efficiencies and improvements.
- Experience with multiple financial suite of processes and systems (JD Edwards E1 enterprise system or related; finance; procurement; payroll; asset management; etc)
- Experience delivering large scale complex projects, such as enterprise-side system transformation and data migration and governance.
- Strong ability to break down complex process and finance / business data for meaningful conversations with proactiveness and initiatives.
- Strong project management and process improvements methodologies.
- Strong collaboration skills across multiple stakeholders.
- Strong technology skillsets including Microsoft Power BI, Office 365 and sharepoint suites, projects applications.
- Ability to deal with ambiguity and complexity of processes.
- Six Sigma or / and PMP certifications.

- Work is performed in a standard office environment.
