Summary
This Position is responsible for building and executing the Human Services Campus, inc. strategic and multi-disciplinary approach to engage and outreach persons experiencing homelessness throughout Maricopa County in order to end their homelessness. Our model is a Housing First approach centered in Harm Reduction to meet each client’s needs to end their homelessness.
The Regional Outreach Manager is responsible for coordinating the efforts of the Multi-Disciplinary Street Outreach, Street to Home Effort to create solutions for the unsheltered in the immediate area surrounding the Campus at 12th Avenue and Madison, four additional outreach teams based in other regions of Maricopa County, and Project Connect, an effort to work with regional providers to connect clients to services across the region.
What You Will Do To End Homelessness
- Using data, collaborate with other agencies to create and maintain a multi-disciplinary, multi-agency effort to Outreach clients in areas with a high concentration of individuals experiencing homelessness.
- Build outreach teams in four key areas across Maricopa County using data to identify the territorial boundaries for outreach teams engaging the unhoused persons to end their homelessness.
- Manage the interagency effort to coordinate care for the unsheltered, as funded by the City of Phoenix and Maricopa County.
- Operate as a liaison between the Human Services Campus, agency partners, and municipalities where we are engaged in providing outreach to persons experiencing homelessness.
- Quickly hire, onboard and develop a team of 20 outreach staff to engage clients in ending their homelessness across Maricopa County.
- Collaborates with Single Adult Coordinated Entry Housing Match to create and maintain a By Name List of those around the 12th Avenue and Madison Campus currently experiencing homelessness, as well as the creation of specific By Name Lists’s to coordinate the efforts of local providers in the delivery of specific interventions to end homelessness for clients.
- Establish partnerships to establish bases throughout Maricopa County where our Outreach Teams and fleet can be based in community.
- Create feedback systems through outreach teams and other means to provide feedback to the Human Services Campus, City of Phoenix and Maricopa County to understand barriers to accessing services from those currently unsheltered, and what interventions would increase clients’ willingness to enter shelter.
- Implement continuous improvement strategies for a data informed approach to program delivery.
- Prepare dashboards to visualize outcomes for HSC Staff, partners, and the broader community.
- Work with Finance to meet monitoring and audit requirements to maintain funding and compliance.
- Monitor and analyze data, trends, regulatory and technological changes, and best practices to evaluate system performance and provide recommendations for system improvements and innovation in programming that will result in ending homelessness for our clients.
- Maintain knowledge of outreach programs, efforts, and best practices nationally and locally for individuals experiencing homelessness.
- Create and facilitate training for organizations and partners to build capacity in leading outreach efforts.
- Utilize HMIS database to communicate messages and coordinate client care.
- Adheres to policies regarding working hours, break periods and proper use of communication (email and internal messaging SLACK), time clock and benefits 2systems.

You're An Ideal Fit If You Have The Following
- Minimum of 4 years’ experience in social services.
- 2 years’ experience in a managerial role, or roles with increasing levels of responsibility and authority. Manager should have at least 2 years of experience working with HMIS, and have experience working in community collaboration to solve complex problems.
- Must be able to effectively communicate with clients and staff from diverse backgrounds, including those who are experiencing mental health, substance use, traumatic, and medical barriers; and must model effective engagement strategies.
- Manager will possess the capacity to understand and navigate complex systems, as well as understand root causality as it pertains to systems of oppression and those systemic contributions to creating homelessness.
- The ideal manager will be one with a proven track record of outcomes leading to impact. Must be able to communicate professionally with clients, those with lived experience, community members, and funders.
- Able to be organized in a fast-paced environment.
- Able to show a history of solving complex problems, and able to coach staff to think critically and innovatively.
- Effective written and verbal communication skills (Spanish a plus).
- Visual acuity sufficient to maintain system of records and reports containing computer- generated and handwritten documents.
- Ability to handle sensitive material, maintaining the highest level of confidentiality and displaying sound judgement.
- Mobility sufficient to conduct regular duties within a normal office environment.
- Ability to lift up to 20 pounds in order to safely manage office supplies and equipment.
