Description
The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents of Kentucky including children, families, pregnant women, the aged and the disabled as well as a number of programs and services directed at specific eligibility and medical needs. DMS strives each day to meet the mission of the Cabinet for Health and Family Services to be a diverse and inclusive organization providing programs, services and supports that protect and promote the health and well-being of all Kentuckians and their communities.
The Research & Analytics branch is a newly developed branch within the Division of Quality and Population Health that was established to help provide the research, data, and analysis needed for important decisions to enhance the overall health and outcomes for Medicaid recipients. This position provides assistance with planning, organizing, and managing information resources such as data in support of the agency's mission. Acts as a liaison between the programmatic functions of the agency and the information systems function for data collection and reporting; and performs other duties as required.

Responsibilities and duties include but not limited to:

Responsibilities and duties include but not limited to:
- Interprets and communicates Medicaid data analysis results for the agency’s mission.
- Reviews collected data and presents visuals of information in an easily understandable format.
- Monitors developments in agency's mission, goals, and objectives.
- Communicates informational data and system needs.
- Recommends alternatives for collection, manipulation, storage, retrieval, and dissemination of information.
- Advises manager of data analysis interpretation and communicates effectively and effectively.
- Assists with development of the agency’s resources to discover additional avenues of collection.
- Stays current on all data available to be collected.
- Attends all assigned meetings as requested as an agency representative.
- Other duties as assigned.
- Experience and proficiency with all Microsoft office products, including excel, is preferred.
- Ability to interpret data and analysis of data and relay this information in an easily understandable manner to internal and external stakeholders when requested.
- Clear and concise verbal and written communication skills.
- Ability to understand data reports.
- Comfort with communicating with different government agencies and outside stakeholders.
- Works well independently and in a team dynamic.
- Can prioritize assignments appropriately.
- Ability to adapt appropriately to changing and growing division needs.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of systems analysis, business administration, or public administration experience.
Substitute EDUCATION for EXPERIENCE: Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science, business or public administration will substitute for one year of the experience requirement.
Substitute EXPERIENCE for EDUCATION: Experience in computer programming, systems analysis, information services, research and statistics, business administration, or public administration will substitute for the bachelor's degree requirement on a year-for-year basis.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
