is seeking a highly ambitious, adaptable, structured, and detail-oriented Scientific Policy Analyst to join our vibrant team at the National Institutes of Health (NIH) supporting the National Institute of Arthritis, Musculoskeletal and Skin Diseases (NIAMS) located in Bethesda, MD.

Overall Position Summary and Objectives
This position will support the mission of the Scientific Planning, Policy, and Analysis Branch of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS). NIAMS has a strong commitment to our science policy and planning efforts, and we are seeking a candidate with exceptional writing, organizational, and analytical skills who is energetic, creative, and an effective team player. Our new team member will participate in a broad range of science policy and planning activities.

Deliverables:
  • Work products and documents related to writing and editing a variety of science-related materials; draft talking points and presentations for senior leadership - Weekly
  • Work products and documents related to assisting with development of Congressional Justification narratives; prepare materials for the appropriations hearings - Monthly
  • Work products and documents related to coordinating activities for the Institute’s scientific planning process. - Weekly
  • Work products and documents related to compiling information for reports and responses to data calls. - Weekly
Work Details:
  • Analyzes complex scientific variables used to prepare various reports that impact the planning and outcome of the research program.
  • Procure evidence to support best practice through literature review and synthesis to complement guideline development.
  • Identify mechanisms to support dissemination and development of guidelines through internal and external means, including publication medium, professional societies and organizations, and cancer advocacy organizations.
  • Draft reports of program-related activities.
  • Provide draft summary of the selected pertinent literature search results as Word abstracts and bibliography.
  • Prepare background materials and provide context on a range of policy and program issues; prepare, write and edit technical proposals and papers, including topics related to international research policy and novel program evaluation.
  • Work with staff to design and conduct program evaluation studies, the analysis of research activities, and the analysis of programmatic and portfolio data and analysis to support program assessments.
  • Perform research and analyses in support of strategic planning, program planning and reporting activities. 2
  • Collaborate with staff and participate in strategic plan development and scientific reporting, including conducting gap analyses, synthesizing recommendations from content matter experts, and writing summary documents.
  • Prepare a broad range of recurring and special documents containing substantive scientific information and other program data, such as related fiscal data, and policy options.
  • Collects, analyzes and assimilates data to provide a rational basis for research, health, and social policy and program decisions relating to ethical, legal and social implications.
  • Coordinate the development of internal best practices; identify mechanisms for promoting those practices on a national level; identify and develop clinical practice guidelines.
  • Design, develop and conduct a literature overview on several topics; analyze the research results, validity of the study design, results presented and summarization of the overall search results.
  • Identify pertinent literature, resources and other documents to support the review process.
  • Participate in the development of Institute-supported programs and initiatives.
  • Support the Branch by providing advice and assistance on a broad range of unique or recurring issues that require examination.
  • Prepare documents to identify problem areas, trends, and areas of imbalance, measure progress towards goals, outline options and the feasibility of alternative approaches and include recommendations.
  • Analyze research findings and preparing science advances in coordination with extramural research program directors.
  • Compile information and data for reports and responding to data calls related to program research.
  • Design and implement procedures for implementing policies related to oversight and operation of extramural programs.
  • Advises management about public policy issues and provides recommendations for appropriate action.
  • Develop cross-Institute collaborations to support initiatives in research program; develop support for research funding and educational initiatives.
  • Identify external entities for collaboration and validation of best practices through con-census development.
  • Coordinate active collaborations towards consensus development and dissemination.
  • Collaborate with staff to provide information to staff in the scientific community in all scientific, policy and regulatory aspects of the program policy.
  • Identify major research questions and issues, analyze data and collaborate with staff on several systematic reviews of the literature.
  • Conduct research on specific areas of concern and develop recommendations for action.
  • Provide scientific, analytical and/or policy support, assistance and coordination to senior leadership and program staff related to a broad range of institute activities.
  • Perform concept development management for planning; perform policy development.
  • Analyze input from stakeholders related to the research portfolio and synthesizing those responses for the Institute’s senior leadership.
  • Provide advice and guidance to staff responsible for the formulation, development and establishment of extramural research policies and operations.
  • Attends various staff and scientific meetings providing reports as requested.
  • Participate in planning meetings too advise staff on the standard operating procedure methodology to be used in planning, implementation, operations and evaluation of these reviews.
  • Prepare materials for the appropriations hearings, advisory counsel and working groups meetings; attend
  • Congressional briefings summarize meetings for senior staff and present finding to staff for discussion.
  • Provides expert guidance to management about public policy issues and provides recommendations for appropriate action.

  • Identify participants, speakers and session moderators; provide content support.
  • Prepare background materials, goals and objectives, and agenda. 3
  • Synthesize outcomes and next steps; prepare for publication.
  • Attend information-gathering workshops, conferences, etc., to inform the white paper content and stakeholder workshop development. 5
  • Attend meetings and seminars to identify new research developments and activities, including publication/announcement of research results, launching of clinical trials, launching initiatives involving new technologies, and others.
  • Assist in developing presentations to groups, including but not limited to, the preparation of speeches, slides and speaking notes. 1
