The position will review environmental product declarations environmental product declarations (EPDs) from manufacturers and determine if they are applicable for the eligible materials sales and use tax exemption. The Office of the State Architect (OSA) will annually, or as appropriate, adjust downward the maximum acceptable global warming potential (GWP) of each material eligible for the tax exemption. The list of eligible manufacturers and products will be updated accordingly. The position will review the availability of products, product EPDs, and work with the Buildings GHG Emissions Analyst to update the program on an annual basis. The position will operate independently in performing the full range of professional tasks. Work requires the use of discretion and creativity within limits of theory and principles of the profession; the OSA objectives; law and regulations; and, general systems and guidelines. Judgment is used in the adaptation and skilled application of guidelines to solve the full range of problems related to the assignment. An employee in this class must anticipate and analyze the impact and consequences of decisions made.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Create and maintain the list of products meeting the State sales and use tax exemption- By January 1, 2024, provide DOR with a list of products eligible for sales and use tax exemption.
- Meet the deadline of July 1, 2024, for eligible decarbonizing building material tax exemptions.
- Create a list of products based upon manufacturer’s information matching the list of eligible materials as established in House Bill 21-1303.
- Review environmental product declarations (EPDs) from manufacturers against the OSA criteria to determine if they are applicable for the eligible materials sales and use tax exemption.
- Create Sales and Use Tax Topics (policy) pertaining to decarbonizing building materials (similar to DOR’s Sales and Use Tax Topics documents)
- Determine method for obtaining EPDs (contractor submitted or outreach obtained)
- Compile and organize applicable information for the database of eligible materials EPDs used in Colorado projects.
- Track manufacturers on the list
- Create a process to review manufacturers and their materials to determine if they can earn the tax exemption for eligible decarbonizing materials
- Prepare internal quality check reports to ensure accurate data
- Work with the Department of Revenue to establish the tax exemption criteria
- Work with DOR to determine their criteria for products with tax exemptions and set EPD requirements for eligible tax exemptions.
- Determine the fields necessary in the OSA list to match the DOR taxation database, tax software.
- Annually review eligible building materials tax exemption criteria and update this list
- Frequently review DOR EPD database to assess submitted documents and report additional compliant materials
- Work with OSA’s Buildings GHG Emissions Analyst
- Analyze carbon data and help promote data-driven decision making through the collection and utilization of program data.
- Work to identify new and innovative GHG reduction measures and approaches.

MINIMUM QUALIFICATIONS:
Experience only:
At least six years of experience with practices of Accounting including Generally Accepted Accounting; principles and Generally Accepted Auditing Standards.
OR
- Education and Experience:
At least a Bachelor's degree from an accredited institution in a field of study related
to the work assignment.
AND
At least two years of experience with practices of Accounting including Generally Accepted Accounting; principles and Generally Accepted Auditing Standards. Additional appropriate education will substitute for the required experience on a year-for-year basis.
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
- Previous State Service related to the work assigned to the position
- Experience with environmental product declarations (EPDs);
- Current or prior state experience as an analyst.
- Experience with LEED projects and/or other green building rating systems projects.
- LEED Green Associate, Green Globes Emerging Professional, or any other comparable sustainable building guideline certification (or within one year).
- General understanding of embodied carbon, building decarbonization policies, and knowledge of building design and implementation.
- Knowledge of any State and local statutes, ordinances, resolutions, and policies relating to sales and use taxes, tax collection and tax auditing.
- Working knowledge of sales and use tax codes, regulations and other sources of authority
- Ability to multitask multiple projects and deadlines.
- Capable of being flexible and switching priorities regularly.
- Display strong analytical skills, problem solving, communication, and instructional skills
- Strong work ethic and desire to collaborate within teams.
- Proficient with Microsoft Word and Excel
- Experience with Google sheets and docs.
- Experience in or work related to technical accounting, life cycle analysis, carbon footprint accounting or other related experience.
- Previous Customer Service Experience
