Program Description

PHS’ Sexual and Reproductive Health Centers (SRH Centers) are located in Fort Greene and Brownsville, Brooklyn and provide affordable, comprehensive, and confidential reproductive and sexual healthcare to 3,000 people each year. We offer a complete range of services, including free walk-in pregnancy testing, gynecological exams, prenatal care, birth control, Plan B, medication abortion, teens’ sexual healthcare, STI testing and treatment, HIV testing and counseling, mental health services, and health education.

Position Summary

We are seeking a full time Senior Program and Operations Manager, to coordinate activities related to PHS Sexual and Reproductive Health (SRH) Center program deliverables, including program planning, implementation, monitoring and reporting. As well as Support the general operations of PHS SRH Centers and ensure compliance in accordance with federal, state and city guidelines and policies.

This individual will report directly to the Director of Sexual and Reproductive Health Centers and work collaboratively with the SRH Center administrative and SRH capacity building teams

Responsibilities/Duties

Grants Program Management:

  • Creates and maintains work plans for new and on-going projects related to successful execution of deliverables for city, state, and federal grants, including documenting tasks, timeframes, assigned responsibilities and status. Monitors progress against work plans; supports other staff as needed in understanding and meeting timelines. Troubleshoots and addresses problems when delays occur.
  • Oversees implementation of grant deliverables and quality metrics, including documenting all necessary policies and procedures, system set-up, staff training and ensures smooth transition of the on-going program management to the Center Director.
  • Monitors program progress against targets/budgets after implementation to evaluate success and intervene to adjust as needed if problems arise.
  • Represents SRH Centers at grantee meetings and participates in on-going quality improvement initiatives, such as learning collaboratives as appropriate.
  • Supports the Director of SRH Centers in the preparation and submission of all required reports to funders and stakeholders.

Operations/Special Projects Management:

  • Proactively identifies initiatives that can contribute to operational and clinical improvement.
  • Creates and maintains work plans for new and on-going projects related to clinical and operational efficiency.
  • Oversees implementation of special projects, including documenting all necessary policies and procedures, system set-up, staff training and ensures smooth transition of the on-going program management to the Center Director.

Quality Assurance/Compliance:

  • Monitor and ensure all SRH Center compliance requirements, including quarterly compliance reports, quarterly quality assurance meetings (QMG), staff trainings, chart audits and requirements related to the 340B program.
  • Complete all necessary paperwork for new staff (PAN, EACF) and onboard new employees with trainings, compliance documents, and center requirements (computer, email, ID, uniform, etc.)
  • Plan and execute on-going compliance activities for all personnel to ensure required Article 28 documents, such as health assessments and required trainings are completed in a timely manner.
  • Ensure annual equipment audits, including contacting company, obtaining renewed contract, and scheduling the visits.
  • Prepare meeting minutes and reports as directed by the Director of SRH Centers.
  • Other duties as directed by the Director of SRH Centers.

Credentialing:

  • Maintain staff hours and records for Nurse Health Services Corps (NHSC) and HRSA monthly.
  • Maintain CAQH database, licenses, and monthly attestations.
  • In collaboration with PHS Human Resources, ensure that all staff are notified of license and certification expirations and submit updated documentation in a timely manner.
  • In collaboration with management team and credentialing consultants, manage new and on-going credentialing of provider and social work staff.
  • In collaboration with management team, prepare and manage HMO, Medicaid, Medicare audits and NYSDOH audits.

Purchasing/Fiscal:

  • Responsible for vendor management, including completion of paperwork for new and on-going contracts.
  • Responsible for completion of quarterly staff time and effort reports.
  • Completes purchase requisitions.
  • As appropriate, works with AP and Purchasing to follow up and resolve problems with invoices.
  • Conducts monthly inventory analysis (not counts).
  • In collaboration with Medical Director, monitor and update formulary.
  • Conducts 340b pricing quarterly update.
  • Assists with staff reimbursements.
  • In addition to the above-mentioned, perform other duties as assigned.

Qualifications :

  • Bachelor’s degree required; Master’s degree in a health-related field preferred.
  • 2 - 4 years post-graduate experience in health care setting preferred.
  • Excellent analytical, computer and communication skills.
  • Administrative experience in a fast-paced environment.
  • Experience working in primary health care preferred.
  • Experience working in sexual and reproductive health care preferred.
  • Excellent organization skills to handle and organize many tasks at any time.
  • Basic office practice and computer knowledge and experience
  • Confidentiality (to handle legal, clinical, personnel issues and communications by the Director)
  • Excellent verbal communication skills, including ability to maintain proper level of communication with various levels of staff and external agencies.
  • Excellent writing skills, including ability to write reports to funders and stakeholders.
  • Salary: $81,000.00-$81,000.00.
