This position is assigned to the Alcoholism and Chemical Dependency Program (ACDP) section of the Department of Adult Correction and is located at the Dart Center Program in Goldsboro, NC.

Dart Center is a 24/7, 300-bed, residential treatment facility for male offenders with substance use disorders who have been referred by the Parole Commission or Courts as a condition of parole or probation.

The Facility Manager position has three primary responsibilities:
(1) Management of all operational functions of the facility, including fiscal resources, human resources, and maintenance needs.
(2) Administrative support of the rehabilitative treatment, healthcare, and mental health services.
(3) Coordination of rehabilitative services and transition planning with Community Corrections, local courts, law enforcement and resources from community colleges or other local institutions.

The Facility Manager is responsible for the control and allocation of all Dart Center resources to meet the rehabilitative mission of the facility while maintaining a safe and secure program environment. This position is also responsible for ensuring appropriate staffing for effective operations, providing staff with training, supervision and evaluation to ensure program effectiveness. Implements and coordinates annual Behavior Management training.
Facility Manager is a leader in demonstrating and promoting pro-social behaviors with the offenders by role modeling, reinforcing and redirecting negative behaviors. The Facility Manager is responsible for adherence to the directives of the General Assembly, the Department of Adult Corrections, applicable state statutes and federal/state standards. The responsibilities of this position are normally administrative, but some technical and clinical knowledge of a rehabilitative operation is important.

This is a full-time position (40 hours per week) with State Benefits.

The salary grade for this position is NC20. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Working knowledge of quality/risk management considerations and ability to implement corrective plans
  • Considerable knowledge of ACA industry accreditation standards and regulations
  • Skill in planning via broad, long-range programs and goals for the facility which include annual plans of work, budgetary planning, capital projects as well as for utilization of all employed staff.
  • Excellent negotiation and communication skills
  • Ability to establish goals and priorities and determine appropriate allocation of resources
  • Ability to establish effective and responsive working relationships with staff, the public and advocacy groups
  • Ability to direct of a broad range of programs and services and interdisciplinary staff
  • Ability to adhere to federal, state, and local policies and procedures

Management Preference:
Ten or more years of experience with budget compliance, personnel management and operational responsibilities as part of a facility leadership team.
Minimum Education and Experience Requirements

Master's degree in a discipline specific to the program from an appropriately accredited institution AND four years of experience in the area of assignment, including two years in a supervisory or consultative capacity.

Bachelor's degree in a discipline specific to the program from an appropriately accredited institution AND six years of experience in the area of assignment, including two years in a supervisory or consultative capacity.

OR

An equivalent combination of education and experience.
