Job Description:

The Department of 4-H Youth Development with Iowa State University Extension and Outreach is seeking qualified candidates for an Iowa AmeriCorps 4-H Outreach Program Lead – Program Specialist III.

The Iowa AmeriCorps 4-H Outreach Program Lead – Program Specialist III directs, manages, and evaluates all aspects of the statewide grant program working to deliver a variety of direct and indirect services throughout Iowa communities. This position is responsible for budget management, coordination of host site visits, reviewing and updating program policies and procedures, and ensuring compliance with grant requirements. This position indirectly supervises all program host site supervisors and all AmeriCorps members within those programs who are service for Iowa AmeriCorps 4-H Outreach. This position acts as a mediator for interpersonal conflict, as needed.

In addition, the Program Lead is responsible for program evaluation: including program development and research projects, implementing data outputs and outcomes for program growth. This position makes final decisions regarding direction of approach in program (site selection and funding based on needs of Iowa youth) in addition to refining existing policies and procedures for growth of program and program alignment with 4-H while staying in compliance with state and federal guidelines, manages policy among key partners and presents program to agencies/organizations across Iowa.

The successful candidate will possess problem solving skills, strong organizational and analytical skills, as well as excellent written and verbal communication skills. Independent judgment, initiative, and exceptional ability to coordinate a variety of activities will also be needed to be successful in this role. The successful candidate will have exceptional management, organizational, written, and oral communication skills. The demonstrated ability to manage and prioritize complex projects and multiple deadlines with the ability to make independent judgments and take initiative on projects is essential. Proven leadership and teamwork skills and demonstrated ability to organize and to direct outreach programs, including financial management are required. A creative, enthusiastic self-starter with the ability to react quickly to the changing needs of the organization and to take initiative in applying new approaches to outreach projects to create enhanced outcomes and impacts will also be needed in order to be successful in this position.

This is a fixed-term position through 6/30/2024, with opportunity for renewal.

Travel throughout the state of Iowa is required in this position.

AmeriCorps 4-H program offers support and training throughout Iowa to actively engage communities in empowering youth to reach their full potential through youth-adult partnerships and research-based experiences. The Iowa AmeriCorps 4-H program places members in communities to provide positive youth development and research-based curriculum in youth-serving organizations across the state. The program is a unique partnership between AmeriCorps, Volunteer Iowa, and Iowa State University Extension and Outreach which is operated out of the Iowa 4-H program.

  • Solves moderately complex problems and regularly exercises judgment to determine appropriate action
  • Regularly exercises judgment to resolve problems and determine appropriate action on a broad set of issue and problems. May provide recommendations regarding problems/issues outside the bounds of defined procedures and practices
  • Responds to complicated inquiries, provides training, and provides direction to lower-level staff
  • May provide supervision for one to two other staff (i.e., leads a small work team)
  • May lead projects for which well-defined practices and procedures may not exist
  • Provides guidance to students
