COT is seeking a System Engineer IT to provide teamwork and support with the staff and activities of the Change Management Branch within the Division of Governance and Strategy, Office of Architecture and Governance. The Change Management Branch is responsible for implementing and communicating efficient and prompt handling of changes to the IT environment in order to minimize the risk and potential impact of services due to proposed changes.

Responsibilities and job duties may include, but are not limited to, the following:

Responsibilities and job duties may include, but are not limited to, the following:
- Responsible for supporting and/or improving best practices, standards, and processes for change management functions.
- Responsible for supporting and facilitating weekly Change Control meetings when necessary.
- Responsible for evaluating and reviewing enterprise change control requests as they are submitted and completed.
- Responsible for adhering to COT policies, processes and standards including, the Kentucky Information Technology Standards (KITS), National Institute of Standards and Technology (NIST), and best practices surrounding change management.
- Responsible for completing additional, job-related duties as assigned, within agreed timeframes.
- Performing other duties as assigned.
- Experience planning, assigning, and reviewing work in an IT environment and ensuring all standards, specifications and deadlines have been met.
- Excellent oral and written communication skills, and ability to present in a group setting.
- Detail oriented.
- Possess strong planning and organizational skills with the ability to handle multiple assignments at once.
- Experience in change management.
- Knowledge of information technology infrastructure library (ITIL) 4 is preferred.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.
Substitute EDUCATION for EXPERIENCE: Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Experience in computer programming, systems analysis, and/or computer operations will substitute for the bachelor's degree requirement on a year-for-year basis. Experience in business or public administration, statistics, research, or a related field will substitute for the bachelor's degree requirement on a year-for-year basis.

Incumbents working in this job title typically perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
