This is a Supervisory IT Specialist position imbedded in the Intelligence Section of an Operations Unit. The primary purpose of this position is to serve as the Information System Security Officer (ISSO) and ensure the confidentiality, integrity and availability of information systems, networks and data through the enhancement of Department of Defense (DoD) information systems security programs, policies, procedures and tools. This position requires experience with JWICS configurations and ICD security standards. This position performs a full range of supervisory functions providing administrative control and technical direction and oversight for subordinate personnel. This position ensures viable training programs exist for all assigned network systems, and policies/procedures are developed and maintained for the program itself. Other required duties include those necessary to accomplish information technology and secure telecommunications functions and provide for customer services in support of programs essential to state Air National Guard daily operations, training, and readiness missions. Performs other duties as assigned.

Major ISSO Duties

  • Actively participate in network and systems design to ensure implementation of viable systems security policies and procedures
  • Conduct system security evaluations, audits, and reviews
  • Monitor and track controlled access programs to ensure implementation and viability of appropriate systems policies, as well as the acquisition of IT security tools
  • Investigate network/systems for threat indicators in order to identify possible breach of security and/or other violations, in order to reduce the prevalence of cyberattacks
  • Conduct vulnerability analysis and risk assessment studies of planned and installed information systems to assure that local security plans and policies established are adequate for protections needs and comply as required by statute



Other Position Duties and Responsibilities
  • Ensures information systems availability, integrity, authentication, and confidentiality. This includes providing for restoration of information systems by incorporating protection, and detection capabilities. Conducts risk ad vulnerability assessments of DoD information systems to identify associated vulnerabilities, risks, and protection needs.
  • Performs activities such as configuring and monitoring hardware and software systems of operation, processing, and control of data flow and client-server multi-user system support, including network management or administration.
  • Evaluates and assess vulnerabilities of network and application server hardware, operating system software, and peripheral network equipment such as router, bridges, witches, attached cabling systems, network interface cards, modems, multiplexers, and concentrators. Conducts evaluations to ensure compliance with applicable standards. Ensures system backups are performed to ensure expedient restoration of the database for the respective network equipment.
  • Analyzes equipment and software reliability and suitability for vulnerability assessment utilization. Conducts analysis of network usage, hardware and software capabilities, ineffective practices or procedures, equipment shortcomings, and other relevant factors. Recommends methods and procedures and coordinates corrective action to optimize utilization of present equipment. Uses benchmarks, performance measurements, and evaluation data, in conjunction with vulnerability assessment techniques. Develops recommendations or proposals involving a variety of specialized systems and to improve operation efficiency.

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. Individuals must have IT-related experience demonstrating each of the four competencies listed below:

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others within and outside the organizational unit and development of project controls. Experience that requires adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
