POSITION OVERVIEW: Under the direction of the Public Assistance Manager this position will provide training for new employees with a focus on eligibility and referral specialists. Training/co-training staff on changes in policies and procedures. Conduct in-house review of trainees’ cases for accuracy and reviewing recommendations for corrections to ensure compliance with programs. The individual demonstrates the ability to manage diverse tasks, complex problem solving, and is highly detailed.

JOB DESCRIPTION:
Job duties in order of importance

ESSENTIAL DUTIES OF THE JOB

65% Responsible for training all new Eligibility/Referral Specialists to become familiar with statewide systems, as well as CSS and other office procedures; responsible for training/co-training staff on policies and procedures (agency-wide as needed); distributes information concerning policy changes and interpreting/clarifying as delivered from state sources; answers policy questions and assists Eligibility/Referral Specialists with case- related problems while in initial training. Utilizes presentation software and/or learning management systems for effective delivery of materials.

20% For the purposes of training, this position will do the following: conducts in-house review of trainees’ cases for accuracy; examines budgets and resource computations and other eligibility requirements; may require phone or personal contact with clients, employers, and other agencies to gather information to determine correctness of case; refers cases requiring corrections to the appropriate personnel; ensures compliance with program requirements and case findings.

10% Prepares statistical reports on errors which will identify causes of errors and areas where further training on policies and procedures are needed.

OTHER DUTIES AND RESPONSIBILITIES

5% Other duties as assigned. May be required to perform duties under supervision of the Athens County Red Cross during an emergency in accordance with the Athens County Department of Job and Family Services
Disaster Preparedness Plan and the Athens County Emergency Operations Plan.

WORKER CHARACTERISTICS AND MINIMUM QUALIFICATIONS

Knowledge of: Forecasting future operational activities and converting projections into monetary terms to plan and monitor expenditures within specified fiscal authority. Training formal responsibility for on-job training of employed individuals or for planning and/or implementation of training program for employees, requiring monitoring and assessment of employee progress in developing job knowledge, skills, and abilities*. Organization and operation of local, regional state or federal government agency program or activity.

Skill in: Operation of personal computer to create, edit/revise, store and purge documents using office systems software
(Microsoft Office Suite or equivalent). Calculator, phone, fax machine, copier, scanner, postage machine and other standard modern business equipment.

Ability to: Define problems, collect data, establish facts, and draw valid conclusions. Gather, collate, and classify information about data, people, or things. Resolve complaints from angry citizens and government officials.

MINIMUM QUALIFICATIONS:

  • Twenty-four months experience in delivery of social/human services or medical assistance in governmental, community or private human support services agency.
  • Experience with word processing, spreadsheets, and databases or equivalent educational training.
  • Demonstrable effective instruction techniques.
  • Proven motivation and program evaluation.
  • Ability to utilize foundations of adult learning.
  • Valid Ohio driver’s license.
