This position is responsible for training of a new and advanced skill level Maintenance of Way (MOW) workforce. The incumbent will train, oversee, direct, and perform complex and specialized training on the safe and proper handling of high voltage equipment. Work involves training and developing employees in basic, intermediate, and advanced skill sets across all operational occupations; facilitating scheduled training sessions; performing analysis of individual training profiles, skills, and assessments; and evaluating courses. Employee instructs in both the classroom and hands-on situations and evaluates student process throughout the training program.

• Provides training, development, and learning services through the implementation of strategic training initiatives, curriculum design, training delivery, and group facilitation.
• Assesses training and programming effectiveness to ensure participants performance are aligned with the skills they are taught.
• Establish and maintain a productive and motivational training environment in and out of the classroom,
• Conducts program evaluations throughout development phases and operations phases.
• Processes and audits paperwork pertaining to the employee, upcoming apprentice, and intern training plans and overall apprenticeship and internship programming within the department.
• Fosters professional relationships with industry, apprenticeship coordinators, and workforce development agencies (local, state, national).
• Schedules and leads meetings with upcoming apprentices, interns, mentors, and supervisors.
• Ensure training materials are updated periodically
• Assists in other training programs where overlap or intersection occurs.
• Researches and prepares administrative reports in support of the operation.
• Performs other related duties as required
• As a part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.

Knowledge Of

• Theory operation, maintenance, repair, and troubleshooting of light rail catenary, signals and track, including the repair of electrical/electronic components;
• Principles of electricity, electronics, and digital circuits;
• Effective methods of using audio/visual equipment and other training aids and materials;
• Principles of quality assurance, including preventative maintenance;
• Theory, operation, and use of computers and computerized diagnostic and test equipment.

Ability To

• Work odd and unusual hours as assigned;
• Provide effective training to MOW personnel in light rail maintenance practices, theory and skill, incorporating new methods, technology, and approaches as appropriate;
• Plan, schedule, prioritize, and organize the work for optimal effectiveness and efficiency of production while meeting established standards and deadlines;
• Develop clear, concise and effective curricula, schedules, course materials, audio/visual aids, administrative, and technical procedures;
• Make effective presentations;
• Provide effective hands-on training in a high voltage work environment;
• Prepare and administer effective written, oral, and practical tests;
• Inspect and report on the quality of maintenance work;
• Prepare correspondence, reports, and analyze data with recommendations;
• Work independently with limited supervision;

• High School Diploma
• 5 years of experience maintaining catenary, substation, signals, or tracks
• At least one (1) year teaching and/or supervision.

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
