What You'll Do
The Environment, Safety & Health (ES&H) Transportation Compliance Verification (TCV) Manager establishes and provides strategic leadership and is responsible for the direction, guidance, oversight, and evaluation of technical activities impacting safe transportation and traffic management. Directs the operation of TCV organization reporting directly to the Y-12 ES&H Senior Director. Provides timely and effective decision making; provides data for and/or assists in establishing major objectives and policies; responsible for the development, implementation, and administration of comprehensive transportation and traffic management programs; and oversees assessment of these activities throughout the Y-12 National Security Complex. The employee will interface with senior leadership both within and external to the CNS Enterprise, Y-12 organization, Local, State and Federal regulators, and National Nuclear Security Administration (NNSA) representatives. The position serves as a key role in teaming with these representatives seeking continuous improvement enabling CNS to achieve excellence in transportation compliance and traffic operations.
The employee's primary duty is management of the TCV ES&H organization and includes duties such as:
- Evaluates transportation and traffic management programs to determine whether the programs complies with applicable codes, standards and guides, regulations, orders and accepted practices (security, site planning and logistics, waste management, traffic calming etc.).
- Appraises site transportation and subcontractor carrier operations to determine the adequacy to protect the worker and members of the general public from the consequences of a transportation incident/accident.
- Administers and coordinates transportation and traffic management programs, including performing independent evaluations and special studies.
- Provides technical assistance and advice in the area of transportation and traffic management to other organizations and independent review groups.
- Reviews site, other organizations and/or subcontractor performance to identify trends indicative of performance or compliance status.
- Performs technical reviews and provides recommendations on Transportation and Traffic Management Program documents (transportation and temporary traffic control plans, procedures, schedules, etc.).
- Assists and/or advises emergency preparedness and emergency response support personnel related to transportation and traffic control planning or incidents in conjunction with Federal, State and local officials, as required.
- Develops, reviews and implements transportation policy, requirements and guidance.
- Interviewing, selecting, and training employees; setting and adjusting pay and work hours; setting performance goals and evaluating progress toward those goals, recognizing or coaching employee performance as warranted; appraising employee productivity and grievances; disciplining employees, planning, and apportioning work among employees. The employee customarily and regularly directs the work of three or more employees.

Minimum Job Requirements
- Bachelor's degree from an ABET accredited institution: Minimum 7 years of relevant experience. Minimum 4 years of supervisor experience.
- Minimum 2 years of experience in Environment, Safety and Health functional management (OSHA, PPE, Hazardous Materials, Radioactive Materials, Financial and Resource Management, etc.), contracting, inspecting, and planning related to Transportation and Traffic Management.
Preferred Job Requirements
- Technical Competencies to include understanding of scientific, transportation and traffic principles, statistics and measurements, reviewing and approving engineering drawings, and problem analysis skills.
- Master's of science or engineering degree from an ABET accredited institution or equivalent related to transportation and traffic operations or management.
- Experience as a Federal, State or Local Transportation Official that possess the knowledge and experience of industry, operations, or other related experience that has demonstrated background in Transportation and Traffic Management.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
