The Laredo District is actively looking for a Maintenance Engineer – Transportation Engineer I, II, III to oversee highway maintenance programs and operations. Salary Range for each position level:

Transportation Engineer I B23, $55,184 - $90,393

Transportation Engineer II B24, $59,004 - $96,720

Transportation Engineer III B25, $63,104 - $103,491

Position Description


Transportation Engineer I

Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Transportation Engineer II

Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.

Transportation Engineer III

Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of detail.

Essential Duties:

Transportation Engineer I

  • Analyzes and recommends approval for modifications to highway maintenance contracts.
  • Assesses and reports actual project progress versus planned progress to determine trends and variances for routine projects.
  • Assists in evaluating pavement products and pavement condition data.
  • Assists in overseeing contracts, issuing work orders and monitoring construction schedules and contractor payments and job progress on construction projects.
  • Assists in the development, preparation and letting of maintenance contracts for the district.
  • Designs moderately complex bridge projects and performs specialized design.
  • Interprets maintenance standards, rules, methods, procedures, practices, and policies.
  • Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.
  • Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests.
  • Reviews, coordinates, monitors, and approves routine and emergency maintenance contracts; performs/oversees maintenance specifications writing/review, plans and proposal review, and preparation of estimates for letting.

Transportation Engineer II

  • Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Responsible for a pavement management program.
  • Responsible for Incident Management.
  • Trains engineering staff.
  • Assists in recommending major maintenance and betterment programs to the district staff.
  • Interprets maintenance standards, rules, methods, procedures, practices and policies.
  • Interprets the Utility Accommodation Policy.

Transportation Engineer III

  • Analyzes schedule trends, determines risks and recommends options to management for corrective action for complex projects.
  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Assists in developing and/or monitoring budgets.
  • Assists in recommending major maintenance and betterment programs to the district staff.
  • Assists in the development, preparation and letting of maintenance contracts for the district.
  • Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
  • Evaluates pavement products and pavement condition data.
  • Interprets maintenance standards, rules, methods, procedures, practices, and policies.
  • Leads/Trains professional and administrative staff.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Transportation Engineer I

Experience: 4 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Transportation Engineer II

Experience: 5 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Transportation Engineer III

Experience: 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license at the time of application. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another
