Transportation Engineer III: Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Transportation Engineer IV: Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties for Transportation Engineer III and IV include:
- Assesses and reports actual project progress versus planned progress to determine trends and variances for complex projects.
- Performs structural review of complex forming, false work and erection details.
- Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.
- Assists Area Engineers with construction contract administration matters.
- Answers technical and policy questions related to bridge inspection and maintains bridge inspection data; analyzes data and provides summaries
- Conducts pre-construction meetings and public hearings.
- Oversees construction and audit records.
- Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.
- Oversees district laboratory operations and monitors material testing requirements and results for compliance with specifications.
- Resolves differences between contractors and inspectors.
Essential Duties for Transportation Engineer IV include:
- Analyzes and assists in the resolution of contract problems and disputes.
Minimum Qualifications for Transportation Engineer III:
Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience: 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent).Related graduate level education may be substituted for experience on a year per year basis. Minimum Qualifications for Transportation Engineer IV:
Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent).Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications for Transportation Engineer III and IV:
- Valid regular driver’s license. This position requires driving a state vehicle.
- Licensed Prof Engineer*
- For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
- Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

- Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- Performing calculations to include material and labor estimates, expenses, technical survey data and engineering
- Leading, assigning, reviewing, and monitoring the work of others
- Persuasion and negotiation of critical issues
- Training in a classroom, office, or field environment
Physical Requirements and Working Conditions for Transportation Engineer III and IV:
- Subject to outside environmental conditions; no effective weather protection
- Subject to noise
- Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
- Required to wear protective gear-respirator, hard hat, or other device
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Standing-prolonged periods of time
- Walking-moving on foot to accomplish tasks: long distance/from one work site to another
- Talking-expressing or exchanging ideas by spoken words
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
- Visual Acuity-determine work quality/make general observations of facilities/structures

Additional Conditions of Employment:
- Must pass a drug test prior to employment for commercial driver and safety impact positions. Commercial drivers and safety impact employees will be subject to additional drug and alcohol testing during employment.
- Required to wear personal protective equipment provided by employer and comply with all safety requirements.
- Employee may be contacted during off-duty hours to see if he or she can report to work for emergency situations, such as inclement weather events, including snow and ice operations
- Must attend work regularly and observe approved work hours.
- Must pass a drug test prior to employment for safety impact positions.
- Please note that the Department of Transportation's Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) – does not authorize “medical marijuana” under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
- Must be able to report for duty within 1 hour of notification on a 24-hour basis to respond to emergency situations.
