Job Summary
This position is located in the District Department of Transportation, (DDOT), Project Delivery Administration (PDA), Planning and Sustainability Division. The purpose of this position is to manage bicycle lane planning, design, and construction projects. Oversee the planning, design, construction, operation, and maintenance of bicycle facilities including trails, bike lanes, pedestrian ways, traffic calming, bicycle parking, and bicycle sharing. Develop and manage project budgets and transportation consultants. Develop public information and outreach campaigns to educate drivers, bicyclists, and pedestrians concerning bicycle and pedestrian safety. Conduct nationwide and international research to identify practices, regulations, and enforcement strategies to improve bicycle safety. Participates in special transportation planning and related policy studies; writes issue papers, prepares plans and reports regarding pedestrian and bicycle safety and access.
Duties and Responsibilities
Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations.
Comprehensive professional knowledge of transportation planning and engineering theories, principles, practices and a professional knowledge of the concepts of public administration, particularly as they relate to bicycle and pedestrian transportation.The ability to create transportation plans and develop project descriptions for transportation services and facilities for the District of Columbia, interpret results, identify alternatives, seek public input/comment, and private sector comments. Knowledge of traffic engineering as it relates bicycle and pedestrian access and safety.Knowledge of budgeting and contractual procedures and requirements to ensure the attainment of program goals; Ability to effectively communicate with others, both orally and in writing.
Licensures, Certifications
Must possess and maintain a valid driver’s licenses.
Qualifications and Education
Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work environment varies from a controlled office atmosphere to field conditions involving transportation facilities.

Position Designation(s):
The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
