    This position plans, develops, and implements computer-generated bus routes and schedules for the District’s Transportation department. This position also develops and coordinates all operational functions of dispatching drivers and equipment within the jurisdiction of the department. Responsibilities include scheduling and assignment of drivers and buses, maintenance of all elements of school bus activities, and coordinating backup for on-the-road emergencies. It continuously evaluates the transportation routing system and provides recommendations and implements changes for improvement. This position provides technical support and insures accurate and timely computer-generated information to Transportation personnel, District, and community partners for the safety of students and our operation. This person has responsibility for student ridership reports for state funding.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive.     • Maintain knowledge of safety standards, laws, codes, rules, regulations, policies and procedures relating to all transportation and student safety needs.
    • Utilize, manipulate, and maintain a Transportation computer routing and scheduling system. Includes troubleshooting, web-interface designing for parent/office school bus stop information; and geo-coding all bus stops for inclusion in the annual state count reporting for transportation funding.
    • Operates a Transportation computer routing system for developing, implementing, and monitoring school bus runs, for Basic Education, Special Education, Special Programs, Head Start, ECEAP, Pre-school, Out-of District, McKinney-Vento, shuttles, extended learning opportunities and other routes as required.
    • Communicate and work with District personnel, parents, and citizens concerning route assignments, school boundaries, etc.
    • Prepare and maintain employee driving assignments, approving increases and decreases to driver hours as directed by supervisors and union agreements.
    • Monitor bus runs, routes and bus stops for peak safety and efficiency.
    • Monitors and reports assigned FTE to Transportation Director.
    • Responsible for providing school bus route/run coverage on a daily basis, which may include immediate and emergency circumstances.
    • Responsible for posting/assigning extra trips and temporary runs in accordance with departmental policy, regulations, and collective bargaining negotiated agreements.
    • Assign and monitor District-owned equipment for staff use.
    • Work in conjunction with the King County GIS center to maintain and perform GIS data uploads to transportation routing system.
    • Assist Special Services Department with student placement functions.
    • Monitors and prepares OSPI annual ridership reports, which provide funding for the Transportation department.
    • Act as liaison with OSPI and the State Auditing Office on matters related to ridership. Ridership reporting, from a state and district financial perspective, is essential to the Transportation budget and is audited annually.
    • Create and maintain customized computer-generated reports including; log sheets to track absenteeism, substitute, field trip work, and other school bus-related activities.
    • Operate the two-way radio to communicate with drivers and other District personnel.
    • Brief drivers and post current information regarding special requirements, road conditions, routing, and out-of-the-ordinary conditions.
    • Coordinate pupil management activities between building administrators, student riders and drivers.
    • Provide assistance and training to department staff in the use of the transportation routing system and other related computer departmental work stations.
    • Coordinate with drivers to insure accurate and updated route books, maps and driving directions.
    • Help make recommendations for school and transportation operations during inclement weather periods.
    • Maintain strong public relations through proactive problem solving; maintain confidentiality.
    OTHER RESPONSIBILITIES:

    REQUIRED QUALIFICATIONS:
    Education and Experience
    High school graduation or equivalent
    Five (5) years of experience in a major transportation system

    ADDITIONAL REQUIREMENTS:
    CDL with appropriate school bus endorsements or willingness to obtain with in 90 days of employment or willingness to obtain a CDL with appropriate endorsements within 90 days of employment
    Must be customer service oriented
    Consistently work scheduled hours and receive positive evaluations

    PREFERRED QUALIFICATIONS:
    Other technical expertise and experience, including knowledge of ARC and printing systems
    Supervisory experience
    Experience or advanced education in training principles and practices
    Training and experience with computer programs, specifically Edulog, VersaTrans, and generally GIS and database systems
    Knowledge and experience with special needs children
    Possession of a School Bus Driver Trainer certification
    Possession of a Central Washington University Pupil Transportation Management certificate (Three year program)

    CONDITION OF EMPLOYMENT:
    Criminal background clearance
    Valid Washington State Driver’s License

    While performing the duties of this job, the employee will constantly stand and walk, drive, bend neck and back, use hands for repetitive grasping, lift/carry and pushing/pulling. The employee is frequently use hands for fine manipulation. The employee will occasionally be required to sit, climb stairs/ladder, lift and reach overhead, crawl, and lift/carry. The employee must constantly lift/carry up to 5 pounds and must frequently lift /carry up to 10 pounds. The employee will occasionally lift/carry a maximum of 20 lbs. The employee is occasionally required to push/pull a maximum weight of 100 pounds.
