Accounts Payable Analyst Job at El Paso County
Job Summary
Salary to be commensurate with qualifications.
This position has an anticipated work schedule of Monday – Friday, 7:30am – 4:00pm, subject to change. Under FLSA guidelines, this position is non-exempt.
Performs a variety of accounting functions to ensure that payments from the Facilities and Strategic Infrastructure Management (FSIM) department are disbursed according to policies and procedures. Analyzes invoices for compliance with budget codes, purchase orders, County policies, Governmental Accounting Standards Board (GASB), and Generally Accepted Accounting Principles (GAAP).
Essential Duties/Responsibilities
- Administers and oversees accounts payable transactions for FSIM. Reviews transactions for current amounts, budget codes, authorized expenditures, and for 1099 regulations.
- Reviews and analyzes monthly utility billings for all County properties to identify billing errors and opportunities for savings.
- Oversees department invoices; reconciles invoices and identifies discrepancies.
- Ensures proper account coding, obtains approval of expenses by the appropriate signing authority, and processes payments timely and accurately.
- Performs data entry into financial systems and databases.
- Verifies p-card purchases are in compliance with County policy and procedures.
- Prepares and records deposits on checks received.
- Assists with resolving problems associated with processing of invoices and purchase orders.
- Reviews and reconciles encumbrances and expenditures.
- Assists with budget preparation, reporting, and analyses as needed.
- Helps develop and implement improvements to payments, processes, and systems, where appropriate, to capture value through improving efficiencies.
- Assists with department and organizational standard operating procedures as needed; assists in the development and implementation of budget and strategic planning objectives.
- Assists the department with travel accommodations, reservations, and payments through County policies and procedures.
- Communicates with supervisor(s) to ensure targets are met.
- Develops and maintains standardized reports; responds to requests for special reports.
- Assists with back-up for department dispatch.
- Performs other duties as required.
Qualifications
Knowledge, Skills, and Abilities:
Working knowledge of accounting methods, forms, and techniques; ability to understand accounting records and procedures and apply proper accounting procedures. Ability to reconcile and balance reports.- Knowledge of computerized accounting systems and practices.
- Working knowledge of spread sheets, Microsoft Office programs, including Word, Excel and PowerPoint.
- Ability to establish and maintain effective working relationships with El Paso County employees, County departments and agencies, vendors, and the general public.
- Ability to operate standard office equipment such as computers, fax machines, printers, copiers, and calculators.
- Ability to efficiently plan, schedule, and organize.
- Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem solving skills.
- Ability to maintain confidentiality.
- Must have the ability to provide accuracy and attention to detail.
- Maintain regular and punctual attendance.
- High school diploma or equivalent education.
- Minimum of five years directly related experience.
- Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
- Associate's degree in business, accounting, or related field.
- Government accounting experience.
- Must pass conditional post offer background investigation and drug screen.
Work Conditions
Duties are primarily performed in an office environment.
