Modern Technology Solutions, Inc. (MTSI) is seeking a Acquisition Program Management Support in Dayton, OH.

Acquisition program analysis support tasks touch every aspect of the acquisition process, including technology development and integrating engineering, program control, foreign disclosure, test and deployment, configuration management, production and manufacturing, quality assurance, and logistics support. Candidate applies knowledge of DoD acquisition processes and analytical methods or techniques to gather, analyze and evaluate information required by program or project managers and all customers. Candidate applies integration, communication, coordination, organizational and planning expertise to technical and acquisition efforts across a broad spectrum of functional disciplines in order to effectively assist customer programs to deliver and sustain Air Force warfighting capabilities. Candidate draws conclusions and devises solutions to problems relating to improvement of acquisition effectiveness and compliance. Develops and drafts acquisition documentation and ensuring quality control.

Responsibilities:

  • Exhibit and apply knowledge and experience in program management philosophy policies and procedures to DOD, Air Force, and other Services systems, subsystems, equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycles.
  • Apply a full range of program management philosophy, policies, and procedures to perform a wide range of acquisition management activities in support of the existing and future AFLCMC programs.
  • Exhibit an understanding of current DOD and USAF acquisition regulations, guidelines and processes.
  • Support USG program management or USG lead on full life cycle requirements, subsystems, and equipment.
  • Assist with the development of documents, such as, but not limited to, Memorandum of Agreements/Memorandum of Understandings (MOA/MOU), Statements of Objectives (SOO), Performance Work Statement (PWS), Statement of Work (SOW), Request for Proposal (RFP), Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD)/Capability Production Documents (CPD), and Analysis of Alternatives (AOA) and Technology Transition Plans (TTPs).
  • Support the review of proposals, source selection activities, responses to program inquiries, program milestone activities, design reviews, evaluate and assess program schedule status, participate in process improvement activities, IPT’s and Product/Process Improvement Working Groups (PIWGs) and other working groups, or other program management related activities as assigned by the customer.
  • Assist in the collection of programmatic inputs for defining, developing and managing the acquisition and development/upgrades to the various organizations.
  • Assist in producing or reviewing business case analyses, trade-off studies, estimates for acquisition, research and development and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans and data rights/intellectual property strategies.
  • Provide support for strategic scheduling and planning to include documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts.
  • Possess the intermediate knowledge, experience and recognized ability to manage acquisition programs.
  • Prepares documentation and reports and participates in meetings with internal and external customers.
  • Demonstrate intermediate knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface).
  • Be a high-performer, comfortable operating in multidisciplinary teams of industry, government and military personnel consisting of engineers, analysts, scientists, pilots and other aircrew.
  • Proficiency in MS Project.
  • Ability to demonstrate intermediate level knowledge, understanding, and application of DoD acquisition processes as identified in DoD Instruction 5000.02 “OPERATION OF THE ADAPTIVE ACQUISITION FRAMEWORK” and Air Force Policy Directive (AFPD) 63-1/20-1, Integrated Life Cycle Management.
  • Proficiency in both verbal and written communications to senior leadership and program management. This includes the ability to brief effectively to decision makers, generate official documentation such as memorandums for record for approval by leadership, and communicate professionally and clearly via email.
Work Location:
  • Daily workplace is in a DoD facility on Wright-Patterson AFB. Telework is not authorized due to the nature of the work.

Qualifications:

Required Experience:
  • Minimum of five (5) years’ experience in the respective technical/professional discipline being performed, three (3) of which must be in the DoD.
  • Bomber, Fighter, or ISR platform experience.
  • ACAT II and III program-level experience.
  • Special Access Program (SAP) experience.

Clearance Requirements: TS/SCI Clearance Required

Education Requirements:
  • Bachelor's degree in Finance, Business, Engineering, or related field required.
  • Master’s degree in related field preferred. PMP certification highly desired.
