As an Airport Logistic Asset Management Manager, you will manage accountable assets, inventory, warehouse, and lost and found functions, ensuring that all regulatory requirements are met, and accounts are maintained and balanced.
Airport Logistic Asset Management Manager
Serves in the Airport Administration Department at either Washington Dulles International Airport (IAD) or Ronald Reagan Washington National Airport (DCA).
Manages logistics and materials management at the assigned Airport and, depending on the Airport, the asset function of the Corporate Office Building (COB), and/or Dulles Toll Road (DTR). Performs related functions.
GENERAL RESPONSIBILITIES
Manages the Airport’s property management functions including tracking, inventorying, documenting, and reporting on all accountable assets including vehicles, IT equipment, and sensitive personal property.
Plans, conducts, and documents property checks and issues results to Airport and Corporate Property management. Conducts investigations for unaccounted property.
Completes lost property forms and reviews and approves staff’s property management reports and transactions.
Manages the Airport’s warehouse including planning to efficiently ensure supply of warehouse stock, setting stock levels, using proper storage techniques, adhering to Federal and Virginia Occupational Safety and Health Administration (OSHA, VOSHA) regulations, and resolving out-of-balance inventory.
Coordinates warehouse, attic (i.e., for construction projects), and shop/bench stock levels with Airport Planner/Schedulers, Warehouse Supervisor, and Shop Supervisors. Instructs Shop personnel on how to accurately maintain shop/bench stock inventory records.
Supervises the annual inventory of warehouse stock, determines when recounts are needed, generates justifications for discrepancies, and signs finalized inventory documentation.
Coordinates with the other Airport to establish consolidated blanket purchase agreements for economies of scale.
Disposes of or transfers unclaimed property in accordance with Corporate Property Policy and Procedures and the Airports Orders and Instructions
Coordinates the identification, documentation, and disposal of excess accountable assets with Corporate Property Management.
Reviews regular and ad hoc warehouse, accountable assets, and reconciles results prior to distribution.
Coordinates with other Offices to support the financial accounting of accountable assets.
Develops and implements methods for recording and reporting activities for purposes such as evaluating function efficiency, interrelating separate systems, simplifying budget, and accounting reports.
Develops the annual Department budget and justifications.
Serves as functional area lead and subject matter expert for accountable assets and inventory functions on Information Technology (IT) teams and Corporate Property Management
Oversees at Ronald Reagan Washington National Airport the Employee Parking program. Ensuring accurate disbursement, safeguarding of permits, timely accountability of transactions for payment through the Agent Cashier Module. Coordinates updates to the airport directives that impact the employee parking program.
At DCA, monitors the performance of the Lost and Found Office by ensuring that staff takes proactive steps to locate and contact owners and return property. Reviews Lost and Found reports and ensures automated accounts for all property and Lost and Found items are accurate and updated.
At IAD oversees the uniform distribution function including the procurement, inventory, and distribution of uniforms to all maintenance shops, Operations, and the Dulles Toll Road.
Performs other duties as assigned.
QUALIFICATIONS
Six years of progressively responsible experience in logistics management including managing or coordinating management of accountable assets and inventory services and creating, updating, and maintaining asset and inventory records and databases and a bachelor’s degree in Property Management, Supply Management, or Business Administration. An equivalent combination of education and experience may be considered.
Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
Knowledge of and skill in maintaining physical inventories, including compliance with Federal and state occupational safety and health regulations and proper handling and disposal of hazardous and combustible materials.
Knowledge of and skill in applying generally accepted accounting, inventorying, and auditing methods to account for and develop and interpret reports for accountable assets.
Skill in using a computer and office suite software, with emphasis on accounting, warehousing, and inventory management systems/software.
Ability to make detailed analyses of data and information and make recommendations.
Ability to speak and write effectively, with emphasis on communicating technical issues to nontechnical audiences.
PREFERRED QUALIFICATIONS
Experience managing accountable assets in an integrated business management system, such as Oracle.
CERTIFICATIONS AND LICENSES REQUIRED
A state driver’s license in good standing.
NECESSARY SPECIAL FACTORS
Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors.
Is subject to hold over and recall on a 24-hour basis for essential services and emergencies, such as ensuring the warehouse is open and providing food for Airports Authority personnel during a snow emergency.
May be exposed to dust, grease, dirt, and hazardous materials when conducting property control and inventory at warehouses, work sites, or shops.
Wears personal protective equipment, as needed, at work sites.
May be required to move supplies weighing up to 20 pounds.
A background security investigation will be required for all new hires.
