Regular, Full-Time, RCUH Non-Civil Service position with the Applied Research Laboratory (ARL), located at the University of Hawai‘i at Manoa (UHM), Manoa Innovation Center in Honolulu, Hawai‘i. Telework (from employee’s residence cityand state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: Plans, studies, reviews, and analyzes a variety of problems regarding work procedures, methods, and operations, applies sound management and analytic techniques, and prepares recommendation for remedial action. Implements and maintains the process changes to ensure optimal performance and to increase effectiveness or promote efficiency. Analyzes and evaluates operating methods and practices relative to the information needs of specific programs and activities. Assists with designing database structures with appropriate accessing capabilities, reporting requirements, and relationships between data elements to satisfy all user requirements. Prepares detailed operating procedures and develops an efficient workflow design for the proper input and maintenance of data and the effective use of the data. Continually evaluates and recommends revisions to improve workflow and efficiency. Responsible for organizing and maintaining electronic record to ensuring that documents, and files are maintained in according with regulations and guidelines.
PRIMARY QUALIFICATIONS:
EDUCATION
Bachelor’s Degree from an accredited four (4) year college or university in Political Science, Economics, Business, Accounting, Management, Management Information Systems, or related field. (Associate’s Degree from an accredited community college and two (2) years of experience or High School Diploma or G.E.D. equivalent and four (4) years of related professional human resources may substitute for a Bachelor’s Degree.).
EXPERIENCE
Two to four (2-4) years of progressively responsible professional work experience, with responsibilities in management analysis, federal procurement, or federal contracts and grants management.
KNOWLEDGE
Working knowledge of management theories, practices, principles, techniques, and methods; statistical and quantitative methods and techniques; report writing; operations research; use of computer models. Knowledge of various types of electronic database management systems and their design and support of the operation.
ABILITIES & SKILLS
Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Ability to resolve wide ranging complex problems. Ability to analyze projections and expenditures for compliance. Ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Ability to lead subordinates, manage work priorities, and projects and manage employee relations. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Conditions: Must be able to obtain and maintain a security clearance based on a tier-3 background investigation.
PHYSICAL/MEDICAL DEMANDS
Ability to perform repetitive keyboard entry for twenty to forty (20-40) hours per week.

SECONDARY QUALIFICATIONS:
Knowledge of UH and RCUH policies and procedures. Experience in a public institution of higher education with funding from Department of Defense sources with sub-recipient awards.
