Venice Community Housing (VCH) supports and builds equitable and inclusive communities by providing affordable housing with supportive services, education, employment programs, and public policy advocacy that advances racial and economic justice. VCH is a community-based, nonprofit organization engaged in a variety of housing and community development programs. VCH owns and manages 252 units of affordable and supportive housing, as well as an addition 28 units of interim housing, and is in a period of growth with over 500 units in predevelopment/construction stages.

JOB DESCRIPTION:
The Asset Manager will work to ensure that all VCH properties are in compliance with all government and lender requirements, lead the financial management of each property. The Manager will report to the Director of Finance, but will also work across and with multiple VCH teams to effectively implement all aspects of the position, and will be part of the VCH management team.
ESSENTIAL FUNCTIONS:
- Prepares and monitors annual budgets and quarterly projections for each VCH property, in collaboration with the Property Management team.
- Ensures that all internal and regulatory agency budgets and financials are submitted as required.
- Ensures that all government loans and other affordable housing development regulatory agency reports and other required documents are completed at high quality for on-time submission.
- Ensures annual Welfare Exemption applications for all properties; works with the Assessor’s Office to resolve issues concerning property welfare exemptions.
- Ensures that budgets and financial reports are completed at high quality and submitted as required, in partnership with the Finance team.
- Monitors and creates action plans regarding the present and future condition of all physical assets, including the development and oversight of physical needs assessments and capital improvement plans in partnership with the Property Management/Maintenance teams.
- Conduct annual cost v. benefit analysis of operating costs for all buildings to ensure expenses stay within relative market rates.
- Seek annual bids from vendors to ensure operating expenses remain manageable and within budget limits.
- Annual forecasting and review of property income to ensure exemptions are maintained and rent increases are applied when allowed.
- Maintains clear and consistent communications with Property Management team regarding housing objectives and operations as they relate to project budgets, lease-up, maintenance, rent collections, annual monitoring and compliance, rent increases, day-to-day procedural issues, and balancing financial and regulatory needs with agency mission.
- Manages the requirements of all related VCH entities, as ownership entities of specific properties.
- Develops or enhances internal systems to streamline data and other organizational information that improves VCH timelines and processes.
- Assist in annual audit prep for all entities.
- Other duties as assigned.
QUALIFICATIONS:
The Asset Manager will have the following or equivalent experience and qualifications:
- At least two years of previous experience, where responsibilities included understanding property budgets, variance analyses, capital improvement plans, investor and lender reporting requirements.
- Accounting and/or budget management experience, with accounting-related degree preferred.
- Demonstrated experience working with government loans and contracts, preferably in the field of affordable housing but related fields will be considered.
- Ability to prepare and analyze property operating budgets, budget variance reports, occupancy reports, income and expense statements and financial statements for Tax Credit properties, or similar affordable housing projects.
- Ability to read and understand legal, loan and regulatory agreement documents.
- Excellent writing and effective verbal communication skills.
- Strong technical knowledge of various federal, state, and local affordable housing programs and regulatory requirements.
- Ability to meet and prioritize multiple deadlines.
- Ability to work as an effective member of a team and in a collaborative manner with staff, peers, and supervisor, and demonstrated cultural competence.
- Knowledge or experience utilizing property management software and information systems.
- Must be proficient in Outlook, Excel and Word.
- Must allow criminal and driving background checks, have valid California driver’s license and have access to reliable transportation in order to travel to off-site properties, meetings, trainings, and events.

SALARY:
The starting salary range for the position is $70,000 - $82,000 plus benefits including medical, dental, vision, life, Aflac, 403 (b), vacation, sick time, 14 holidays, 2 personal days, and modified work week schedule available for one Monday or Friday off every four weeks. This is a full-time, exempt position. Some hybrid/work from home available.
PHYSICAL REQUIREMENTS:
Stationary position 70% of the time. Operates a computer and other office machinery such as fax, copy machine, phone. Occasionally ascends/descends stairs, move inside and outside the office, apartments, buildings, etc. Frequently moves objects weighing up to 20 pounds. Required to have visual acuity to perform the following tasks: operate a motor vehicle, viewing a computer terminal, reading and writing, conduct building and unit inspections etc.
