HFM BOCES Human Resources has an anticipated vacancy and is looking for an Assistant Director of Human Resources. The candidate appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment to the Senior Human Resources Specialist Civil Service Title in accordance with Civil Service Law and the Civil Service Rules for Fulton County to obtain a permanent appointment.

DISTINGUISHING FEATURES OF THE CLASS:

This position involves the responsibility for performing complex administrative and clerical work for personnel-related activities within a school district. The incumbent is responsible for the maintenance of employee records, professional development records, civil service transactions and various other human resources related records and reports. The incumbent will provide support to the Human Resources Manager in a variety of areas. The work is performed under the general supervision of the Human Resources Manager with leeway allowed for the use of independent judgment in carrying out the details of the work. Does related work as required.

TYPICAL WORK ACTIVITIES (Illustrative but not exhaustive):

  • Manages the maintenance of employee files including the human resources components of computerized records within the school district's staff management system and the TEACH program as required by the New York State Education Department;
  • Updates and verifies all changes to staff records;
  • Types appointment sheets for all new employees and sends new staff information to all divisions;
  • Maintains and updates school district seniority lists through annual letters and BOE minutes;
  • Tracks all unpaid time for employees and adjusts seniority dates as necessary;
  • Sends letters for staff regarding re-calls to open positions;
  • Requests information regarding civil service records and reports;
  • Acts as a Civil Service contact including completing and submitting duties statements and other civil service documentation;
  • Enters and tracks professional development hours for all staff members and enters hours into TEACH program;
  • Provides information to staff and administrators regarding professional development hours and requirements for professional certifications;
  • Tracks employee evaluations and updates administrators on outstanding evaluations;
  • Tracks mentoring hours including verification of hours and superintendent statements via TEACH and sending monthly mentoring sheets to mentors/mentees;
  • Assists the Human Resources Manager with routine tasks as assigned and keeps them apprised of any critical developments in their absence;
  • Provides administrative support to Substitute Services including addressing routine issues and recommending resolution, providing fingerprint clearance and certification information and creating and updating documents and letters;
  • Answers telephone, takes messages, provides information or makes appropriate referrals to staff members;
  • Compiles data and prepares a variety of records and reports.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

  • Good knowledge of office terminology, practices, procedures, methods and equipment;
  • Good knowledge of the principles and practices of computerized records maintenance;
  • Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheet or data-bases;
  • Ability to operate an alphanumeric keyboard such as a typewriter, word processor or personal computer at an acceptable rate of speed;
  • Ability to compile data to prepare and maintain records and reports;
  • Ability to communicate effectively both orally and in writing;
  • Ability to follow oral and written instructions;
  • Ability to maintain accurate, neat and legible records.


Job Qualifications

MINIMUM QUALIFICATIONS: Graduation from high school, possession of a high school equivalency diploma, or a high school individual education plan diploma, and

  • Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Business Administration, Business Management, Office Administration, Office Management, Secretarial Studies, Office Technology, or related field and one year of clerical or administrative experience involving the operation of a personal computer; or
  • Three years of clerical or administrative experience involving the operation of a personal computer; or
  • An equivalent combination of training and experience as defined by the limits of (A) and (B) above.

EXAM Requirement:

This is a civil service position; appointed applicant, if not on the current Fulton County Human Resources Specialist civil service list of eligibles,appointed applicant will be required to take the Senior Human Resources Specialist civil service exam when offered and be reachable on the civil service list once it is established in order to maintain the appointment.

RESIDENCY Requirement:

You must be a resident of Hamilton, Fulton or Montgomery County in order to be considered for this position.
