Job Summary:
The Integrated Missile Defense Sub Strategic Business Unit, Next Generation Interceptor (NGI) is seeking to hire an Associate Director, Proposal Manager. The proposal manager will report to the NGI Director and is responsible for the development of proposals for future NGI Flight Testing and Production activities. This role is intended to equip the incumbent with the essential proposal and program management skills and will act as a catalyst to transition the NGI program into follow on phases.
The proposal manager will lead major proposal efforts within the NGI Program, including ROMs, NTEs and firm proposals. Proposals will be delivered to the NGI Prime Contractor Northrop Grumman (NG), with the ultimate customer being the Missile Defense Agency (MDA). The NGI Proposal Manager will need to effectively partner with all proposal team members (e.g. NG, Contracts, Program Management, Scheduling, Engineering, SCM, Finance, Pricing, Operations, etc.).
The position will be the internal/external point of contact for proposal operations decisions, schedule requirements and contract clarifications. This role will require an individual to build and maintain relationships with our NG & MDA customers and strengthen those relationships to drive proposal completion.
The position has flexibility for remote work location with up to 20% domestic travel to Raytheon business site locations.

Responsibilities to Anticipate:
- Works closely with NGI leadership to identify how each proposal activity supports and or augments the overall NGI win strategy.
- Works within customer constraints to develop proposal and program plans that achieve both customer and corporate objectives
- Organizes and leads proposal teams to produce on-time, complete and compliant proposals that support efficient negotiations with the customer
- Reviews pricing for accuracy and reasonableness, consistency and compliance of BOE’s, and that the cost volume is responsive to each RFP’s requirements
- Responsible for preparation of required Gate 4 sign off packages and support of fact-finding, negotiation and post-award audit activities
- Uses effective communication and leadership to ensure the team understands the return on investment, how their decisions effect the business deal
- Works closely with the program managers during negotiations to provide justification for BOEs and construct counter offers, leading to a handshake
- Creates and executes plans with ability to manage those initiatives throughout the full execution, including wide ranging, and in-depth experiences and agilities in large scale transition to production assignments
- Manages TTP and LRIP change including engineering activities, qualification, and integration processes
- Leads teams directly supporting program objectives; managing cost, schedule, EAC management, risk & opportunity and technical performance
Qualifications You Must Have:
- A University Degree or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years of experience
- Defense related proposal development or management experience
- An active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Value:
- Experience and understanding of parametric pricing
- Working knowledge of proposal pricing tools
- Understanding of Raytheon IPDS and Gating Process
- Experience creating Basis of Estimating (BOEs) to support labor and material bids
- Working knowledge of CAS, FAR and other Government Procurement regulations as they pertain to each proposal
- Demonstrated ability to work across business areas, manage diverse tasks, requirements and commitments and interface successfully with numerous disciplines Leadership and management of production execution
- Complex problem resolution with a diverse team of individuals, all representing a particular function but working together in unison
- Program Management, EVMS or equivalent certification
- Requires expert knowledge of multiple work areas typically obtained through advanced education combined with experience
- Expert knowledge of market with the ability to identify best practices and how to best utilize within RTX

The salary range for this role is 139,000 USD - 277,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
