Position Description
This is a Business Process Analyst (BPA) 3 position with the Dept of Motor Vehicles (DMV), Research and Project Management Division (RPM) located in either Carson City or Las Vegas. The BPA will serve as the dedicated testing lead to manage a successful User Acceptance Testing (UAT) program in support of software development lifecycles and application lifecycle management. The incumbent will participate in the design and execution of test plans, including test case creation from user stories and acceptance criteria; facilitate process and system change alignment between business and IT; manage and administer the user acceptance testing aspects of the project to ensure successful delivery of the solution(s); utilize business and system requirements related documentation; achieve a comprehensive understanding of DMV business processes, systems and applications, work with end users, DMV IT Division staff and other State agencies, vendors and/or contractors to ensure the successful implementation of software or application enhancements; respond to general correspondence, technical inquires, surveys, questionnaires; provide ad-hoc status reports and presentations; and conduct research for applications.
BPA’s apply an in-depth knowledge of the agency's program areas to define and implement a solution to a given problem that requires an individually tailored response for end-user requirements. The incumbent will analyze business processes; develop requirements by participating in agency program planning; research components to meet requirements; provide input into financial aspects of system development; test systems functionality by preparing test plans and participating in UAT; assist with planning and participation in staff training; monitor system implementation by participating in procedure development and evaluation; analyze the regulatory environment by reviewing new and revised federal and State laws, regulations, and agency policies and interpreting their effect on the program area; coordinate with all staff as required; understanding enterprise problems and goals; analyzing needs and solutions; devising strategies; driving change, and facilitating stakeholder collaboration.
RPM provides support to implement business process improvements and system enhancements to provide better customer service, streamline operations, comply with legislative mandates, and provide the ability to rapidly make changes. RPM ensures programs serve the business needs of the DMV by coordinating activities of stakeholders, developing, and managing project plans, timelines, validating the deliverables meet quality standards, timeline standards, and reporting on project status. In addition, RPM is responsible for the oversight of integrated schedules, all project management processes, communication plans, organizational change management activities, contract management, and project related financials.

Under the authority of NRS 239B.010.1(b), the DMV utilizes NRS 205 as criteria to obtain an FBI fingerprint clearance on prospective employees. Persons offered employment in this position will be required to pay for this clearance. Any convictions pursuant to NRS 205 will disqualify any employee or vendor employee from obtaining access to the DMV Computer System. Additionally, DMV shall not knowingly employ a person if they have been convicted of any of the felonies listed under the Real ID regulation, which includes Espionage, Sedition, Treason, Terrorism, Transportation Security Incident, Improper Transportation of a Hazardous Material, Unlawful Possession of Explosives, Murder, Making any Threat Concerning a Lethal Device, Racketeering. Additional Real ID criteria provides that the DMV shall not employ a person if they have been convicted of a felony within 7 years of their application or if an applicant was released from incarceration for one of these crimes within five years of their application including Unlawful Firearm Violations, Extortion, Fraud, Bribery, Smuggling, Immigration Violations, Distribution of Controlled Substances, Arson, Kidnapping, Rape or Sexual Abuse, Assault With Intent to Kill, Robbery, or Fraudulent Seaport Entry. Minimum Qualifications
Bachelor's degree from an accredited college or university in business, public administration, management information systems, or other disciplines related to the assignment and three years of progressively responsible professional experience in a related program area analyzing and interpreting program laws, regulations, policies and procedures, which included two years of experience applying recognized data processing concepts to business process planning and analyses; OR one year of experience as a Business Process Analyst II in Nevada State service; OR an equivalent combination of education and experience as described above.
- Experience writing test scripts for system development is required
