JOB SUMMARY
The Certified Supervised Counselor (AD) is responsible for conducting individual and group counseling, conducting individual client services, intake, developing and implementing individual treatment and recovery plans (ISP/ITP/IRP); and providing and coordinating clinical care services in accordance with VOA Chesapeake and Carolinas operation as an ASAM Levels of care that include Intensive Outpatient and Outpatient Treatment Services. In this role, the counselor provides client services as it relates to the 12-core functions that are essential for assisting the client in the achievement of rehabilitation and recovery goals as defined in the clients Individualized Plan of Care (IPC). The counselor will be responsible for updating Treatment Plans as related to level of care. The counselor has the overall responsibility for providing person-centered services through the development and implementation of the clients treatment and recovery plans.
RESPONSIBILITIES
- Manage a caseload of adults and adolescents at any given time.
- The counselor is responsible for ensuring that the client is at the appropriate level of care
- Responsible for linking persons served as they transition through the levels of care, ensuring that the treatment plan is formulated.
- Provides oversight of linkages to off-site services to meet additional needs related to a co-occurring medical and/or psychiatric condition, as documented in the treatment plan.
- Monitor the compliance with, and effectiveness of, services over the treatment period and make a determination of the frequency of ongoing assessments.
- Provide Individual, Family, and Group Counseling; Group-based Psychoeducation, according to the clients assessed needs.
- Provide Initial, Comprehensive and Brief assessments/screenings; and as needed diagnose
- Provide Crisis intervention services
- Conduct education to include training on HIV to assigned persons served
- Assist with providing access to testing and referrals for HIV and infectious diseases and coordination of services with medical care or specialty services related to an infectious disease
- Attend comprehensive treatment team and assessment meetings on each client as part of the interdisciplinary team
- Schedule persons served for ongoing assessments to ensure continuity of care
- Facilitate implementation completion of treatment plan and administrative facilitation of the clients service needs, including but not limited to scheduling of appointments, assisting in completing applications, facilitating transportation, tracking appointments, and collecting information about the clients progress.
- Assist the person served in the development of interpersonal and community coping/life skills necessary to remain sober and maintain recovery.
- Assist the person served in the development of relapse and symptom management strategies and recovery plans.
- Transport or coordinate transportation for persons served as needed
- Adheres to Volunteers of America Chesapeakes and Carolinas documentation requirements
- Documents all billable activities SUD/Recovery /VOACC Standards (as required)
- Complete billing/Progress notes within 48 hours of a face-to-face encounter (as required)
- Establish and maintain a community resources and referral index.
- Perform duties as outlined in Programs Operation Manual.
- Meet assigned weekly/monthly productivity requirements
- Perform other duties as assigned.
EFFECT ON END RESULTS:
- Improve or increased stability in the clients level of functioning.
- Ensures that each clients individualized needs are met.
- Ensures that all documentation pertaining to client services is completed in compliance with agency policies and funding source requirements.
- Presents a positive image to the residents and public.
- Ensure compliance with contractual obligations.

- The ability to safely operate a motor vehicle to transport oneself, consumers, and program supplies as necessary.
- The physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear and perform basic and light home maintenance activities, and operate office equipment.
- Operating office equipment requiring continuous or repetitive hand/arm movements.
- The ability to remain in a sitting position for extended periods of time

REQUIREMENTS
- Minimum eligible for a Certified Supervised Counselor (AD) certification. Certified Supervised Counselor (AD) preferred. Certified Associate Counselor (AD) a plus not required.
- Associates degree required. Bachelors degree or higher preferred.
- Minimum two (2) years as a resident under supervision of a licensed professional counselor, licensed social worker, or a certified associate counselor, specifically working with persons experiencing substance, serious mental health illness (SMI) or co-occurring disorders (COD).
- Working with the community specifically with the appropriate municipal, county, City, and State agencies, as well as, other non-profit agencies, including the faith-based community.
- Provide excellent clinical/therapeutic individual and group counseling services;
- ability to apply case management skills to maintain client records using appropriate clinical recording keeping/management skills.
- Provide effective training, prepare written reports, and document and maintain client data using an electronic client record system.
- Experience in Motivational Interviewing, Person-Centered Approach, and Cognitive Behavioral Therapy (CBT)is preferred.
- Be able to relate to individuals making significant life decision.
- Ability to develop effective working relationships with the person served population, be self-motivated and able to motivate others,
- Strong interpersonal and communication skills are a must due to the extensive collaboration and networking that is required in the field.
- The ability to multitasks and handle a non-traditional work environments.
- The ability to be a self-started and work independently with limited supervision at times.
- Must have a high level of compassion and respect for persons with special needs;
- Experience with Microsoft Word, Excel, Power-point, Outlook Email, and other systems i.e. electronic time punches, electronic medical records etc.
- Bilingual in any language a plus.
