Job Description
The Building Division is responsible for issuing building permits and business and alcohol licenses. Prior to issuing building permits, staff reviews drawings to ensure conformance with fire, building, and other codes and standards. The Chief Building Inspector position is responsible for supervising staff regarding the inspection of residential and commercial construction for compliance with structural, architectural, mechanical (heating, ventilation, air conditioning), electrical, plumbing, and erosion control code and ordinance requirements, and applicable approved plans.

Essential Duties
  • Performing inspection of residential and commercial construction for compliance with structural, architectural, mechanical (heating, ventilation, air conditioning), electrical, plumbing, and erosion control code and ordinance requirements, and applicable approved plans.
  • Supervising and evaluating the performance of lower level personnel and prioritizing and assigning work.
  • Assisting lower level personnel with the interpretation of applicable codes, ordinances, and laws.
  • Preparing reports, forms, citations, and other code compliance information, and documenting in the department databases.
  • Responding to questions and concerns received from developers, contractors, homeowners, and other customers pertinent to building construction and erosion control code compliance, and corrective actions.
  • Coordinating work efforts with other Chief Inspectors.
  • Performing other duties that support the objectives of the Building Division.
Grade
The Grade for this position is C42(2).

Minimum Qualifications
  • Associate degree
  • Six years of Code Enforcement/Inspection experience to include two years of lead/supervisory experience
  • Or an equivalent combination of education and experience sufficient to competently perform the essential duties of the position
  • Valid Driver’s License
  • NPDES Level 1B Erosion Control Inspector certification must be obtained within 6 months of employment
  • ICC Commercial Building Inspector certification
  • ICC Residential Combination Inspector certification or equivalent

The mission of Gwinnett County’s Planning and Development Department is to plan, preserve, and build a healthy community through continuous engagement and superior customer care. The department accomplishes its mission by implementing programs and providing services that encourage high quality development and promote the maintenance and revitalization of existing neighborhoods and commercial properties. The department consists of the Planning, Development, Building, Code Enforcement, Housing and Community Development, and Administration Divisions, and is responsible for community planning, authorizing permits for site development and building construction projects, issuing business licenses, enforcing county codes and ordinances, and administering grant funding from the US Department of Housing and Urban Development.

To implement the Board's policy directives, the County Administrator uses a management team consisting of members of his immediate staff and 14 department directors. The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.

In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
