General Description
Essential Functions
Uses independent judgment for the following:
Conducts on-site contractor employee interviews and labor compliance investigations.
Observes and notates tasks performed by prime and sub-contractor employees at job sites.
Reviews certified payroll records against noted observations.
Reviews certified payroll submittals and audits payroll information to ensure compliance with Federal and local laws.
Meets with contractors to explain payroll requirements and review their payroll records.
Monitors and reviews federally funded construction project specifications, confers with city project managers, engineers and associated project staff to establish the appropriate federal wage decision on construction projects.
Completes annual/semi-annual reports to the US Department of Labor.
Verifies contractor/subcontractor eligibility with State Contractor’s Licensing Board and Federal debarment lists.
Resolves labor compliance problems and coordinates labor compliance activities with project managers and engineers before releasing project funds.
Notifies prime contractors of findings/violations/infractions and requests corrective action. Recommends withholding of funds from contractor’s payments for non-compliance. Closes out labor compliance files in a timely manner.

Responsible for developing and maintaining policies and procedures for the department’s labor compliance program in accordance with current regulations and requirements. Establishes monitoring programs for compliance with federal or local wage laws.
Interacts, educates and participates in public presentations regarding federal and local wage laws with a variety of customer groups including contractors, consultants, city departments, community groups and organizations.
Prepares correspondence, discrepancy letters, enforcement reports, activity reports, analyses, recommendations, memos, and other communications.
Advises management on compliance issues and requirements.
Provides guidance to city project managers relating to compliance with FTA/FHWA/HUD/ADOT requirements including Public Notice Posting (Bulletin Boards), and the Buy America Act and serves as the city’s subject matter expert for labor compliance issues, requests and audit support.
Works closely with the SBE/DBE program to ensure contracts comply with DBE and SBE requirements, including required program documentation, field investigations, and oversight of ADOT’s Local Public Agency system for department contract compliance.
Interacts with City of Tucson technology: Document management system, eProcurement system, MS Word, Excel, compliance software such as B2GNow, LPA-ADOT, LCP Tracker, etc.
Performs a wide range of assignments independently without close supervision.
Minimum Qualifications
Minimum Education Level & Type: Bachelor's Degree
Minimum Experience Qualifications: At least 3 years of experience in public contracting, construction management, and/or construction trades

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring qualified applicants will then be invited to participate in the Oral Board Interview.
- Oral Board Interviews to be held May 11, 2023 via Microsoft Teams.
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
- 20% of your rating for education and work experience
- 80% of your oral board interview
This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List. If you qualify for preference points as outlined in the Employment Profile, you must present appropriate documentation at the time of the exam/interviews. The DD 214 must be a copy that indicates characterization of service.
