Title: Cultural Attaché

The Québec Government Office in Los Angeles and the Québec Trade office in Silicon Valley are responsible for developing and promoting economic relations between Québec and the Western USA region (California, Nevada, New Mexico, Arizona, Utah, Washington, Oregon, Idaho, Alaska, Hawaii, Colorado, Montana, and Wyoming). Their mandate is to promote Quebec’s expertise and interests; to develop a large network of contacts; and to facilitate business opportunities for Québec companies.

Role description:

Under the supervision of the Delegate General of Québec in Los Angeles, and in accordance with the guidelines and strategic priorities of the Ministry of Culture and Communications (MCC), the Cultural Attaché plans, organises and carries out activities that promote the launch and distribution of Québec cultural products in the Western United States (territory representing 13 states and covering 50% of the U.S.), specifically in the audiovisual sector. S/He will

  • Manage the annual budget granted by the MCC to promote Québec artists in the western U.S.
  • Develop a network of contacts in relevant industries that promote the interests and priorities of Québec artists, cultural agencies and enterprises
  • Establish and develop ties with local and Québec institutions in the arts, culture, and communications
  • In collaboration with the Conseil des arts et des lettres du Québec (CALQ) and the Société de développement des entreprises culturelles (SODEC), propose intervention strategies to Québec artists, cultural agencies and enterprises, including the Québec government, that will strengthen cultural ties in the territory
  • Highlight partnerships with the Ministère de l’Économie et de l’Innovation (MEI) and Investissement Québec International (IQI) to showcase the link between innovation and creativity at international industry events
  • Promote Québec audiovisual productions
  • Contribute to developing the market for Québec artists, cultural agencies and enterprises in all areas (performing arts, theatre, dance and music, visual arts, museology, literature, entertainment, and circus arts) with the aid of the network of Québec Government offices throughout the U.S.
  • Strengthen ties with major local distribution players in the territory (local distribution platforms, content aggregators)
  • Participate at major industry events in the territory and in Québec
  • Organize programs to personally welcome foreign producers and distributors at cultural events in Québec
  • Accompany, as needed, ministry representatives and other dignitaries during official visits and follow-up on decisions made
  • Utilize Québec’s network of bilateral and multilateral relations to promote its leadership in culture and communications, particularly in terms of its discoverability

Requirements:

  • Bachelor’s degree and three years minimum of relevant experience in the cultural sector
  • Professional proficiency in English and French
  • Solid network of industry contacts especially in California
  • Good knowledge of the different government programs available to support market development and exportation; good knowledge of Québec’s cultural products available for export in various sectors
  • Very good knowledge of Québec’s cultural activities in all areas (audiovisual productions, performing arts, theatre, dance and music, visual arts, museology, literature, entertainment, and circus arts)
  • Good understanding of the practices of marketing cultural products and the challenges related to the promotion of Québec in the United States
  • Knowledge of U.S. regulations specific to taxation and working visas for foreign artists
  • Experience in event planning; ability to adapt to changing assignments and to multitask
  • Ability to work both independently and collaboratively in a fast-paced environment
  • The successful candidate will be required to undergo security verification

Job Type: Full-time
