Description of Job

The Data Management III is responsible for work on monthly processes, projects, and data driven assignments as directed by the Analytics Director. For departmental and statewide data, the position is responsible for obtaining, checking, preparing and populating data from multiple sources into existing databases and reports. Position will work within its own unit as well as other units to create, implement, and maintain improvements to monthly data processes. The position is responsible for maintaining in-depth data management in defining needs, collecting and cleaning data, and mining and analyzing data to produce reports or responses and create and maintain databases to support the data needs of section staff. Position is responsible for documentation of processes performed by the unit.

A summary of the duties and responsibilities will include, but are not limited to, the following:


Data Management/Monthly Processes:
This position will acquire an understanding of the statewide data resources utilized by the unit including, but not limited to: CPPS, HRDW, utilization data, workforce data, collective bargaining and labor relations data, budget and accounting data etc. Identify, analyze, summarize, and report and monitor patterns and trends in HR programs with emphasis on workforce statistics, which is used in regular workforce reports and in Colorado Open Records Act (CORA) responses.

Data Management/HR Analytics:
As directed, participate in approved projects aimed at improved policy, programs, quality, and operations that impact the DHR sections and programs. Collaborate on identifying needs, developing approaches, creating meaningful project plans that clearly state the purpose and scope of the project and specify milestones, schedules, and deliverables.

Data Management/Documentation and Organization:
Develop knowledge of the state data systems that provide data to the analytics unit.

Data Management/ Projects:
Participate in projects aimed at improved policy, programs, quality, and operations that impact the DHR sections and programs.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

  • Experience only:
At least six years of experience in data management and analytics

OR

  • Education and Experience:
At least a Bachelor's degree from an accredited institution in Mathematics, Statistical Analysis, Economics, Finance, or Business/Public Administration, or a closely related field of study related to the work assignment AND at least two years of experience in data management and analytics or additional appropriate education will substitute for the required experience on a year-for-year basis.


The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Previous State Service related to the work assigned to the position

  • Proficient in Microsoft Excel, Microsoft Access, and Tableau with the ability to use these tools in combination to manage and present data.
  • Ability to use Microsoft Excel, including Power Query, to manage and transform data.
  • Ability to design and use Microsoft Access queries to obtain, summarize, manage, and extract data.

Conditions of Employment:

  • A pre-employment criminal background check will be conducted as part of the selection process.
