Occupational Summary
The Office of Aging and Adult Services (OAAS) has an opening for a Deputy Assistant Secretary. This position will be located at the OAAS headquarters office in Baton Rouge, Louisiana.
The incumbent in this position will be responsible for leading the program operations statewide in continuing to facilitate high quality care in serving elderly and disabled adults.
The incumbent will serve OAAS in this position by ensuring the programmatic activities are executed timely and meet the needs of the participants served. The oversight of staff include the functions of nursing facility admissions and continued stay reviews; compliance with federal and state program rules and regulations; management of permanent supportive housing; ensuring operational compliance and efficiencies with providers and support coordination; and disaster emergency response to our program participants. Data driven assessment of the service needs and the management of service delivery to provide support for those needs is paramount in this position to support the agency’s mission.
Project management and process accountability are critical components of this incumbent’s day to day duties. In addition, critical thinking and development of mitigation strategies to reduce risk; increase quality of care and reduce timeliness to deliver services are essential skills. Provider and Contracted Vendor management is another key component that this Deputy is responsible for.
The expectation for this role is to support the Assistant Secretary and to provide that OAAS is a good steward of state funds and federal funds that are utilized in providing supports to vulnerable individuals that live in our state’s communities and nursing facilities. The functional areas of work are largely administrative in nature, as this role is the leader of program activities of the agency. This incumbent will report to the Assistant Secretary of OAAS. The incumbent will interface with programmatic and administrative staff, as well as LDH Executive leadership and other LDH agencies with an objective of ensuring the office priorities are aligned with the organizational priorities and that OAAS is operating at an optimal level of service and support.
The ideal candidate will have working knowledge of state systems, LDH organizational structure, Medicaid service systems, and assessment and care of the elderly and disabled adults. Preference will be given to applicants with professional leadership experience.

- Ensures compliance with CMS approved programs, federal demonstrations and other funding opportunities
- Oversight of the Nursing Facility Admissions Operations; Policy and Rule Making; Provider and Support Coordination Training and Management; Compliance and Audit Team; Appeals; Permanent Supportive Housing; PACE programming and Delivery of Waiver and Long Term Support Service Programs
- Leads the ESF8 response for the agency during a disaster response to ensure staffing is provided as needed
- Gathers and provides data analysis to inform quality metrics and opportunities for improvement

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional level experience in a public or private sector setting.
SUBSTITUTIONS:
Six years of full-time work experience in any field will substitute for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training in any field will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.
A master's degree in any field will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in any field will substitute for two years of required experience.

Advanced degrees will substitute for a maximum of two years of the required experience.

Job Distinctions:
Differs from Deputy Assistant Secretary 2 by the responsibility for directing the programs for an office involved in the most technical areas (Mineral Resources, Conservation, Public Works or Revenue Tax) or directing the programs for a state office having over three thousand employees rather than a state office having one thousand to three thousand employees or less than one thousand employees with over seventy percent dispersed statewide.
Directs the work activities of all programs in the absence of the assistant secretary, serves as principal assistant to the assistant secretary and has administrative line authority over all programs.
Advises the assistant secretary regarding program, office or departmental problems.
Reviews current and long-range programs, plans and policies for the office, identifying and resolving areas of conflict.
Reviews, formulates, or directs the revision of rules, regulations and procedures for the office.
Reviews and evaluates work of subordinates and gives technical guidance when needed.
Coordinates budget recommendations.
Conducts staff meetings and conferences with subordinates to resolve problems and conflicts.
Meets with officials of federal, state and local agencies, legislators, professional organizations and interested groups on matters relating to the office.
Directs the preparation of special reports relating to office programs.
