Since 1979, the Central Eastside Industrial Council (CEIC) has supported the Central Eastside Industrial District which contains 1,300 businesses that provide over 20,000 jobs. In 2019, the CEIC formed Central Eastside Together, the enhanced services district for the Central Eastside, which is managed by the CEIC. The Deputy Director reports to the Executive Director and works with the CEIC team to foster a safe district, enhance the pedestrian and visitor experience, reinforce economic viability and promote Central Eastside’s unique identity through innovative and responsive programs.

The Deputy Director will assist the Executive Director in overseeing the Central Eastside Together (CET) Enhanced Services District board, program vendors, and staff.

Core functions include CET org operations, management of safety and cleaning contracts, and maintaining key relationships with city partners and staff. The Deputy Director will be the CET board liaison and serve on appropriate partner committees related to the work and function of CET.

ESSENTIAL FUNCTIONS

CENTRAL EASTSIDE TOGETHER OPERATIONS

  • Manage CET safety and cleaning contracts and contractors and programs.
  • Lead CET board meetings bi-monthly, CET annual meeting, and board recruitment.
  • Negotiate CET vendor contracts and ensure vendor compliance for safety, cleaning, and transportation programs, and co-lead racial equity and trauma-informed care policy development.
  • Co-create and implement a short- and long-term strategic advocacy strategy, with Executive Director and CET Board, to garner support for programs from City and County elected officials and to influence public policy directly affecting CET programs.
  • Co-create with the Executive Director the annual CET program strategy, and ensure the successful implementation of program goals.
  • Ensure the CET meets all City contract requirements, including insurance, yearly audit/ reviews, and program reporting.
  • Work with local partners such as Prosper Portland, Venture Portland, Portland Business Alliance, etc. to leverage CET program success and scope. Research public policies that affect CET programs and make recommendations.
  • Identify funding opportunities through grant writing and sponsorships to grow CET programs.
  • Leverage program reach by forming new and supporting current partnerships with social service partners, community groups, nonprofits, and City and County officials.

SUPERVISORY AND ADMINISTRATIVE

  • Oversee the Program Associate.
  • Assist Executive Director in constructing annual budgets in collaboration with Treasurer and Finance Committee, monitor program spending, and coordinate mid-year budget revision process
  • Develop strong stakeholder awareness through regular meetings to hear district concerns.

IDEAL CANDIDATE

The ideal candidate is a strong leader that knows how to bring diverse stakeholders and community groups together to solve complex issues. They are a skilled negotiator and can provide sustainable equitable solutions through active outreach, creative problem-solving, and clear and frequent communication with stakeholders. They are a keen analyst who researches and is able to make sound recommendations for program improvement based on data. They are a passionate change maker familiar with many of the Central Eastside’s economic, safety, cleaning and transportation issues. Successful candidates have proven experience negotiating contracts, developing and managing budgets, managing projects, and supervising personnel. They are a flexible, collaborative listener with strong political acumen.

At least 3 years of non-profit program management with a background in Public Policy, Community Organizing, Community Policing and/or Private Security is preferred. Experience working with non-profit boards and guiding organizations through major periods of growth and change will be key in this position. A background in equity and/or trauma-informed care policy development is desired. Knowledge of Central Eastside businesses is a major plus.

LOCATION

The CEIC Office is located in the Central Eastside and operates under a hybrid schedule (in office MWF, WFH T/TH). Work requires traveling around the district to meet with district stakeholders to assess program responsiveness.
