ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Deputy Director of the Solid Waste Division. Plans, develops, and administers solid waste recovery and reduction programs and marketability of related commodities. Oversees the staff and operations of cart repair and delivery, transfer stations, and solid waste fees. Hires personnel, assigns duties, develops training programs, evaluates performance, and takes disciplinary action as needed. Develops programs to reduce the volume of solid waste going to landfills by utilizing knowledge of recycling technology and local, state, and federal laws regulating waste recovery. Works with administrators and managers to deliver recycling services. Manages grant and rebate programs. Reviews and analyzes data on waste reduction and solid waste recovery to maintain efficiency and cost-effectiveness of operations. Confers with representatives of professional trade associations and equipment manufacturers to identify potential markets for reclaimable materials. Formulates Requests for Proposals (RFP) for contracts relating to waste collection, recycling, composting, transfer stations, and emergency disposal. Participates in media programs to promote interest and participation in waste recovery programs and encourage continued enthusiasm and support. Communicates with regulatory agencies for compliance or problem resolution. Resolves citizen complaints. Reports data to the state annually, including overall waste generation volumes and management technique. Coordinates departmental activities with Solid Waste collection field management. Prepares comprehensive reports detailing program activities. Travels to and attends meetings throughout the city, state, and country with industry and civic leaders. Provides communications support for solid waste services and outreach projects. Identifies opportunities for improvement. Facilitates training and safety programs for the division and educational outreach.

TYPICAL PHYSICAL DEMANDS: Requires the ability to communicate clearly, both verbally and in writing with management, staff members, and the general public. Requires the ability to operate general office equipment including telephone, computer, printer, and copier. Requires the ability to traverse on uneven grounds. Must be able to operate an automobile.


TYPICAL WORKING CONDITIONS: Majority of work is performed outdoors and often in various locations in the City. May be exposed to odors, dust and/or changing weather conditions. Requires frequent travel throughout the City when conducting site inspections to recycling and hazardous waste processing facilities.

MINIMUM QUALIFICATIONS: Bachelor's degree in Public Administration, Education, Environmental Science, or related fields and six (6) years of professional Public Administration, Solid Waste, recycling, or hazardous waste experience with four (4) of the six (6) years in a managerial capacity; or any combination of training and experience which enables one to perform the essential job functions. Must possess and maintain a valid driver’s license as a condition of continued employment.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from the date of employment. Proof of residence will be required at the time of hire.
