Position Description


Directs and manages the daily activities of the Strategy & Planning Section in support of the division's goal to ensure Department maintains a path toward achieving Department vision, mission, goals and objectives. Work involves overseeing and coordinating responsibilities of the Policy Governance Program, Futures Planning, the Operational Performance and Analytics, and Continuity of Operations teams. Work requires extensive interaction and contact with district and division management teams, executive leadership, stakeholders and other relevant parties or entities. Supervises a group of professional employees. Reports directly to the Strategic Planning Division Director. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:


  • Builds and maintains strong relationships with internal and external stakeholders and partners.
  • Directs the incorporation of effective change and risk management controls.
  • Oversees enterprise program management for performance measures and enterprise policy
  • Oversees Continuity of Operations program and agency preparedness for response
  • Directs ongoing analysis of strategies and tactics to ensure department goals are being met
  • Identifies, plans, and implements enterprise projects
  • Provides updates to management and administration.
  • Represents the Department at national, state and local meetings and conferences.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

  • Bachelor's Degree in a related discipline.
  • Relevant work experience may be substituted for degree on a year per year basis.

Experience:

  • 6 years data analysis & visualization; operations research; program or project management; strategic planning; continuity of opportunities; policy development; change management or related activities
  • Experience can be satisfied by full-time or prorated part-time equivalent.
  • Related graduate-level education may be substituted for experience on a year per year basis.
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications: Valid driver’s license.

  • Continuity of Operations processes and best practices
  • Performance measures development and maintenance
  • Data analytics and visualization best practices
  • Communicating complex ideas and information clearly, concisely, and effectively
  • Preparing and making presentations
  • Maintaining a safe working environment

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
