Target Hiring Range: $21.41 - $24.09 hourly

Work Schedule: Monday - Thursday, 8:00am - 6:00pm

3-day weekends Friday - Sunday

Evenings and weekends as needed for temporary event inspections

The Environmental Health Specialist performs work in compliance, investigation, and enforcement, of residential, commercial, and industrial properties, plan review, vector control, emergency preparedness and response efforts, and other duties as related to environmental and public health.

Essential Job Functions

  • Perform a variety of inspections including, but not limited to, food establishments, mobile food vendors, temporary food events, daycares, foster homes, public and semi-public swimming pools, massage establishments, certificate of occupancy, foodborne illness investigations and complaint-based inspections to ensure compliance with local, State, and Federal rules, regulations and laws.
  • Perform plan reviews of food establishments, public and semi public swimming pools and massage establishments as needed.
  • Conduct surveillance inspections for mosquitos, applying larvicide if needed per label instructions and providing proper documentation per Texas Department of Agriculture regulations.
  • Issue citations as necessary, prepare warrants and affidavits as required, appear in court as summoned.
  • Investigate complaints, respond, and resolve inquiries. Prepare reports as requested.
  • Assist the Senior Environmental Health Specialist with mobile food and temporary food programs.
  • Conduct educational meetings with other City Departments, industry, event sponsors and vendors as needed.
  • Performs related duties as required or assigned.
  • Perform data collection and analysis as needed.

Minimum Requirements

Bachelor's Degree from an accredited college or university with a minimum 30 semester hours in basic or applied science. One to three years of related experience preferred.

Knowledge of:


  • Standardized methods and techniques of investigation, inspection, and resolution of unsanitary conditions.
  • Research methods.
  • Foodborne illness investigation and epidemiology.
  • Federal, State, and local rules, regulations and laws governing environmental health.
  • Computer software applications.
  • Analytical and data interpretation skills.

Ability to:
  • Provide guidance and instruction regarding environmental health matters to the general public.
  • Interpret Federal, State, and local rules, regulations, and laws, consistent with departmental policy within assigned program areas.
  • Establish effective working relationships with others.
  • Write factual, concise technical reports.
  • Read and interpret construction plans and blueprints.
  • Write and communicate effectively.
  • Operate a personal computer/iPad.
  • Maintain confidential and private information.
  • Set priorities and meet deadlines for multiple projects.
  • Work independently, with minimal supervision, and use rational judgment in making work-related decisions.
  • Mediate and diffuse hostile situations, including negotiating disputes with clients/citizens.

Other Requirements

A valid Class "C" Driver's License is required and ability to maintain city driving standards in accordance with the driver standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee pursuant to city policy.

Ability to obtain a registration as a Sanitarian in Training with Texas Department of Licensing and Regulation (TDLR) within 6 months of employment. After completion of at least 2 years full time experience upgrade to a Registered Sanitarian with TDLR. Preference will be given to those who already hold a Registered Sanitarian certification with TDLR or a Registered Environmental Health Specialist certification with the National Environmental Health Association (NEHA).

Ability to obtain a Non-Commercial Political Pesticide Applicators license with Texas Department of Agriculture (TDA) within 1 year of employment. Ability to obtain other certifications as required.

Must be able to respond to emergency situations as needed. Must be able to work evenings, early morning and/or weekends if needed.
