This posting is for an Environmental Manager – SES position located in the Department of Environmental Protection's Southeast District Office, in West Palm Beach.
Provides leadership for a Permitting team specializing in, Potable Water Program, 62-555, F.A.C. and Waste Cleanup Program and Brownfields activities as they relate to Chapters 62-780 & 777, 40 CFR 280 & 281. Demonstrates a positive and supportive attitude for upper management, is a team player and leads by example.

Where You Will Work:
This position is located in West Palm Beach, Florida. West Palm Beach is Palm Beach County's capital city and its cultural center. Its active downtown stretches from a scenic pier on the Lake Worth Lagoon to a waterfront Great Lawn, which hosts a weekly green market, outdoor concerts and this season a 35-foot-tall holiday sandcastle. Dozens of local beaches provide easy access to both the Atlantic Ocean and the Intercoastal Waterway. Several State Parks as well as National Parks are in the immediate area as well.

Your Specific Responsibilities:
Provides leadership for a Permitting team specializing in, Potable Water Program, 62-555, F.A.C. and Waste Cleanup Program and Brownfields activities as they relate to Chapters 62-780 & 777, 40 CFR 280 & 281. Demonstrates a positive and supportive attitude for upper management, is a team player and leads by example.
Oversees the distribution of work within the programs to ensure incoming workload is fairly distributed; will effectively communicate, motivate, and evaluate on direct work performance; and is responsible for time and attendance of subordinates.
Conducts performance appraisals for employees at least annually. Identifies inferior performers and initiates improvement plans. Identifies stellar employees and provides opportunities for increased visibility and professional development training.
Ensures that adequate training opportunities exist for staff development. Identifies, develops, and mentors staff for future leadership positions.
Oversees the timely issuance of permits, minimizing the number of Requests for Additional Information and subsequently time to process permits, and ensuring that permits are drafted as soon as possible after the application is determined to be complete and reasonable assurance of compliance with applicable rules has been provided. Ensures that permits are accurate and coordinates as needed with the Compliance Assurance Program to ensure that the permit for facilities addresses necessary corrective action, where appropriate. Ensures that project clearance and approval to place facilities into operation is completed in a timely manner. Ensures the timely completion of Contamination Assessment Plans & Reports, Remedial Action Plans & Reports, Risk Assessment reports.
Works with the appropriate Division staff to implement and streamline programmatic processes as a means of continuous process improvement. Builds and motivates the Permitting team by engaging staff in cross training and process improvement activities.
Engages staff in outreach events for consulting engineers and utility staff to facilitate the receipt of complete permit applications. Encourages pre-application meetings to assist with timely permit processing.
Ensures that other correspondence received, not associated with permit applications, is tracked, reviewed, and approved in a timely manner.
Assists with other duties as may be requested by the Program Administrator.
Knowledge, skills, and abilities, including utilization of equipment, required for the position:
- Ability to maintain a valid driver’s license and travel.
- Ability to manage large volumes of workloads and processes in a timely manner while maintaining output quality.
- Knowledge of conflict resolution techniques to address and deal with issues that may arise.
- Skilled in problem solving, managing conflict, and negotiating mutually acceptable outcomes across multiple programs.
- Ability to coach and mentor staff to develop skills, improve staff performance, and promote career development.
- Ability to manage multi-disciplined teams.
- Ability to learn, understand, and apply applicable rules, regulations, policies, and procedures.
- Ability to determine work priorities, assign work and ensure proper completion of work assignments.
- Ability to communicate effectively verbally and in writing.
- Ability to travel and maintain a valid driver’s license
- Skilled in evaluating data and reporting program metrics to assess and meet objectives and goals.
- Ability to maintain a positive work environment where all staff are engaged and motivated

Minimum Qualifications:
- A valid Driver’s License.
- Ability to travel.

- Degree in Natural Science or related field
