Department Purpose

The Compliance and Policy Unit in the Office of the Chancellor is responsible for coordinating and managing the UC Davis compliance committee structure and annual compliance plan. The unit has primary responsibility for ensuring campus compliance with Title IX, the Americans with Disabilities Act, the Clery Act, affirmative action regulations, privacy laws, and the UC systemwide Whistleblower and Whistleblower Protection policies. The unit oversees and manages campus policies and investigates alleged non-compliance with University policies and state and federal laws. Pursuant to a systemwide MOU, the investigations team within the Compliance and Policy unit reviews civilian complaints of police misconduct throughout the UC system.

Job Summary

In 2014, UC Davis created a Police Accountability Board (PAB) composed of students, staff and faculty to provide community oversight of the UC Davis Police Department (UCDPD). The PAB’s procedures charge the UC Davis Office of Compliance and Policy with investigating civilian complaints against UCDPD officers and preparing a report for use by the PAB and the Chief of Police. Under a 2022 MOU, the UC Davis investigations team began conducting civilian complaint investigations across the UC system in support of the accountability and oversight goals of the 2021 UC Community Safety Plan. Under general supervision of the Director of Investigations, the Public Safety Oversight Analyst will provide investigations and programmatic support to the Compliance program, particularly in its work related to public safety oversight.

This includes:

  • Coordinating with law enforcement agencies and civilian oversight entities across the UC system
  • Developing investigative plans in collaboration with University Investigators
  • Independently collecting, reviewing and summarizing relevant evidence
  • Participating in and at times conducting confidential investigation interviews
  • Preparing detailed and accurate interview summaries
  • Drafting and/or editing investigation reports
  • Developing semiannual program status reports for a broad audience systemwide


While this position supports the UC community broadly, it is primarily located on the Davis campus. Occasional travel to other locations may be necessary.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Bachelor’s degree in a related field and/or equivalent experience.
  • Experience using effective interpersonal and communication skills (in person, on the phone, and in writing) to handle difficult or sensitive situations diplomatically; and to interact professionally and sensitively with individuals from diverse cultural backgrounds and perspectives.

Minimum Knowledge, Skills, and Abilities (KSA) :

  • Demonstrated ability to gather, organize, and analyze evidence.
  • Ability to convey independence, sound judgment, and objectivity to all parties throughout the investigation of sensitive allegations.
  • Ability to attend interviews addressing sensitive topics, and to maintain a calm and even demeanor.
  • Ability to understand and follow the requirements of the Public Safety Officers Procedural Bill of Rights.

PREFERRED QUALIFICATIONS

Preferred Education/Experience:

  • Experience working closely with the policies, practices, and personnel of either law enforcement agencies or civilian oversight entities.
  • Experience taking accurate, complete notes during investigation interviews.
  • Experience drafting written reports that analyze complex policies or laws.

Preferred Knowledge, Skills, and Abilities (KSA):

  • Understanding of and interest in civilian oversight of law enforcement.
