Position Description

The Harris County Office of County Administration is excited to launch the Harris County Data Fellows Program to empower county government agencies to improve their services to citizens through data-driven decision-making. This program seeks to attract talented data analysts who are passionate about using data to create positive impact in their communities.

This program is a unique opportunity for data analysts to make a significant impact on their communities and develop their skills in a supportive and collaborative environment. We believe that the County Data Fellows Program will help to build a culture of data-driven decision-making within county government agencies and drive positive change for Harris County citizens.

The Data Fellows will be embedded within a County agency for one year and focus on a data project. This role will work closely with a departmental champion to receive project guidance and assistance identifying and solving data-related problems. Through this program, the incumbent will have the opportunity to collaborate with County leaders and use their data analysis skills to inform decision-making and improve services to citizens.

Duties and Responsibilities:
  • Automate manual data reporting tasks to improve time efficiency
  • Develop dashboards and analytics tools to assist in strategic decision-making
  • Evaluate programs/policies using data analysis in order to optimize resource allocation
  • Improve pre-existing spreadsheet models or tools with formulas, pivot tables, and macros
  • Design and implement a relational database for efficient data storage and analysis
  • Other duties as assigned by Program Manager

Requirements

Education:
  • Bachelor's Degree from an accredited college or university in Mathematics, Economics, Computer Science, Information Management, Data Management or Statistics or other related field
Knowledge, Skills and Abilities:
  • Knowledge of statistical methods of data analysis
  • Familiarity with data visualization
  • Discretion and integrity in the handling of confidential information
  • Excellent verbal and written communication
  • Poised and professional demeanor
  • Ability to derive insight from data
  • Ability to communicate effectively to non-technical audiences

Preferences

Supporting Documents:
  • Preference will be given to applications that include an attached portfolio of academic and/or professional work relating to data analysis

  • Familiarity with Python, R, SQL, or other programming languages
  • Familiarity with ArcMap, and/or Power BI
  • Technical background in science, technology, engineering, and math or relevant experience in data analysis and/or programming
  • One (1) to two (2) years of professional data science experience

General Information

Position Type and Typical Hours of Work:
  • Regular Full-time
  • Monday - Friday | 8:00 a.m. - 5:00 p.m.
  • Hours may vary based on the business needs of the department
Work Environment:
  • This is an in-person position operating in a professional office environment.
Physical Demands:
  • This is largely a sedentary role, however, the ability to lift files up to 10 pounds, bend, stoop, or stand may be required as necessary
  • This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines
  • Ability to perform job duties including walking, bending, and standing for extended periods of time

Employment may be contingent on passing a drug screen and meeting other standards.
