PURPOSE:
Under general supervision, responsible for the preparation, reconciliation, and validation of financial analyses and other fiscally related activities. Complete moderately difficult and complex assignments in furtherance of the program business unit’s fiscal and business needs. Accountable to Chief Financial Officer (CFO’s) office, project and program managers and directors in the initiation, planning, and monitoring of the financial aspects of business unit activities. Liaison between program groups and support organizations to achieve ORAU’s mission.
Responsibilities:
- Creates revenue and indirect plans utilizing past performance and/or current trends. Creates time phased budgets for monthly review. Analyzes actual performance and reports on current and estimated financial status, using established financial forecasting methods. From the forecast, provides impact analysis, identifies trends, and recommends actions. Monitors and controls actuals, project and determine rationale for variances, and report and recommend actions to avoid materiality issues at year-end. Participates in fiscal and policy guidance and advises internal and external customers. Provides research and guidance to the programs to clear exceptions enabling the closing of the accounting period.
- Representative to the business units using the project management system. Provides guidance for the proper allocation of costs into the project management system. Maintains historical records, analyzes trends, establishes cost rates, and makes personnel forecasts. Participates in developing cost structures for new and existing programs. Prepares regular and special purpose reports for the Department of Energy (DOE) and other customers. Assists in performing internal quality assurance audits to identify and correct issues.
- Participates in the production of cost and pricing for corporate proposals and the Oak Ridge Institute for Science and Education (ORISE) work for Requests for Proposal (RFP’s), develops projections, pricing strategies, discounting, assumptions, and escalations in collaboration with the programs, Business Development and Contract Administration. After contract award, reviews award, participates in kick-off meeting, creates reports, reviews invoices, prepares invoice backup documentation, and works with Controller’s Office on company’s Profit & Loss (P&L) and revenue recognition. Compiles information and prepares budgets and schedules for field work proposals.
- Responds to multiple organizations for audit information, including Audit Services, Oak Ridge National Lab Site Office (OSO), etc. Participates in the recommendation of action items as outlined in audit reports. Ensures accruals are allocated according to established procedures.
- Interprets and recommends administrative policies for assigned program areas. Participates in the development of fiscal policies and procedures. Assures consistency of policy and procedure implementation.
Bachelor's degree in business, accounting, or finance, scientific, technical, education or related field and 3-5 years of related experience. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.
Ability to read and interpret financial data from a variety of sources.- Ability to perform research as needed and work with others to share data.
- Strong analytical skills are critical to the position.
- Excellent communication skills are required to establish and maintain effective working relationships with co-workers, managers, and customers.
- Must demonstrate proficiency with Microsoft Office (Excel).
The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
