Duties

The incumbent performs basic accounts payable and accounts receivable duties and reviews the accuracy of monies received and disbursed by the court, processes financial transactions, and maintains required records in accordance with court policies and approved internal controls.

Responsibilities

  • Assist in maintaining, reconciling and reviewing accounting and procurement records.
  • Assess requests for goods and services, ensuring they are allowable under limitations, restrictions, and policies. Verify that accounts have funds available for items being purchased. Prepare spreadsheets and maintain databases to track certain expenditures.

  • Assist in the preparation, update, examination and analysis of a variety of regular and non-standard reports as requested by court units, Administrative Office, U.S. Treasury, financial institutions, or other organizations or agencies.
  • Adhere to the Guide to Judiciary Policy regarding procurement program policies, procedures, and practices. Adhere to the court's internal control procedures and separation of duty practices.
  • Identify and maintain lists of vendors and sources of supply for goods and services. Assist in the research and evaluation of suppliers based on price, quality, selection, service, support, availability, reliability, production, and distribution capabilities, as well as their reputation and history. Draft specifications, solicitations, and requests for qualifications/proposals. Research products and equipment. Draft product/equipment specifications.

  • Serve as a technical liaison between the contractor and the contracting office.
  • Assist in the negotiation with vendors for the best price over contracted services and purchases.
  • Under the guidance of a supervisor, evaluate and monitor contract performance to ensure compliance with contracted obligations. Assist with clarifying contract requirements and resolving any conflicts.
  • Assist in writing and/or revising operating procedures for procurement management.
  • Review less complex vouchers for payments related to expenses incurrent by the court for appropriateness of payment.
  • Assist with oversight of financial operations to ensure compliance with internal controls, policies, and procedures.
  • Assist in training other personnel in the use of financial systems and tools.
  • Process and pay bills and invoices incurred in court units. Perform reconciliation of monies deposited, transferred, and disbursed by the court unit.
  • Receive, review, and process travel vouchers and travel advance requests from court units.
  • Check figures, postings, and documents for correct entry, mathematical accuracy and proper codes. Communicate with individuals in court units to respond to questions, problems, or insufficiencies with voucher submissions and the status of payment of vouchers.
  • Prepare reports and forms by compiling information. Use accounting software and systems to record, store, and track information.
  • Coordinate work efforts with other financial personnel in the financial unit.
  • Comply with guidelines, procedures, and policies established by the Administrative Office and the court unit.
  • Other duties as assigned.

  • A criminal background investigation (requiring the applicant to be fingerprinted) will be conducted on the person selected for hire.
  • Employees of the federal judiciary must adhere to all Judicial Conference regulations, follow the policies in the Guide to Judiciary Policy, and are bound by the Code of Conduct for Judicial Employees.
  • Performance will be monitored closely during the first year in this position.
  • Employees are considered "At-Will" employees.
  • Employees are required to use direct deposit for payroll.

Qualifications

In order to qualify at the CL-26 level, three years specialized experience including at least one year equivalent to work at the CL-25 level is required. Applicants currently at CL-24 are qualified but if selected must spend one year at the CL-25 level with satisfactory performance before being promoted to the target grade of CL-26.

Specialized experience progressively responsible clerical or administrative experience that provided knowledge of the rules, regulations, practices and principles, of financial administration and/or accounting; and involved the routine use of automated financial and accounting systems or other computer-based systems and applications such as word processing, spreadsheets or databases.

Preferred qualifications:
Bachelor's degree from an accredited college or university in a field of academic study, such as finance, business, or public administration, which provides evidence of the capacity to understand and apply the legal requirements and skills involved in the position. Experience with the financial and procurement processes used in the federal government and/or the Judiciary.
