Under the direction of the Fire Chief, assist in managing the overall command and direction of all emergency and non-emergency operations and serve as the departmental training officer. The Assistant Fire Chief will also perform technical and administrative work, assisting the Fire Chief in directing the activities, budget, and personnel of the Fire Department. Serves as essential emergency personnel as necessary.


Duties and Responsibilities

  • In the absence of the Fire Chief, shall be in charge of and responsible for all activities of the Fire Department; may respond to and take command at emergency incidents;
  • Directs the operations division of the Fire Department to ensure the most efficient and effective performance of delivering emergency services;
  • Assists in updating Fire Department policies and standard operating guidelines, the different use of personnel and equipment, the procurement of materials, supplies, and equipment necessary for the operations of the department;
  • Counsel and discipline department personnel;
  • Oversee and maintain training records on personnel for the Texas Fire Commission on
    Fire Protection and Texas Department of State Health Services;
  • Assists in the preparation of proposed budgets, and the maintenance of adequate records of Fire Department activities;
  • Oversees the maintenance, repair, improvements and replacement of rescue, EMS, and firefighting equipment along with other properties of the department;
  • Confers with other governmental officials and members of the public, relative to fire prevention, public safety programs, training, and fire administration;
  • Independently and in conference with subordinate officers, plans methods and processes to meet operating needs and service demands;
  • Studies records, reports, and statistics to ascertain present conditions in an effort to gain information upon which to base Fire Department programs and projections of future service needs;
  • Quality assurance oversight on emergency reports that are submitted, providing coaching and training where needed;
  • Oversees the direction of all programs pertaining to Fire Department training, rescue, EMS, firefighting, and special teams; ensure that subordinate personnel are adequately trained in all aspects of their jobs, to include the proper use of equipment;
  • Maintains training records for all training performed by paid staff and volunteer members;
  • Attend courses, seminars, and conferences to recommend and implement improvements;
  • Performs fire suppression functions including; EMS, rescue, deploy and operate hose, ventilate roofs, perform salvage work after fires and other related tasks associated with fire suppression; may assist in origin and cause determination of fires, securing and containing the scene;
  • Perform rescue and emergency care at hazardous materials scenes, disasters, mass casualty situations or where weapons of mass destruction have been used or may be present, securing and containing the scene;
  • Perform rescue or rescue support functions at scenes requiring technical rescue, such as water/swift water rescue, confined space rescue, trench rescue, vehicle extrication, vertical rescue, building collapse, or rescue from other types of entrapment; may participate in providing medical care to level of his/her certification;
  • Assist in overseeing Fire Department Activities to ensure activities are being conducted in an effective and efficient manner with emphasis placed on the health, safety and wellbeing of department personnel and citizens; Confer with and advise members and supervisors regarding special problems/issues;
  • Serves as essential emergency personnel when required;
  • Regular and prompt attendance is an essential function of the position; and
  • Performs such other related duties as may be assigned.

Education and Training

Training in All Hazards Response to include but not limited to; Firefighting & EMS; Incident Command (ICS); Hazardous Materials (HM); Weapons of Mass Destruction (WMD) and Emergency Management (EM) response; Technical Rescue; Wildland Interface knowledge;

Minimum of seven (7) years of responsible experience in firefighting work; (including 3 years supervisory at the rank of Lieutenant or above; and

Associate’s degree in Fire Science or related field; Bachelor’s degree in Fire Science or related field preferred.


Knowledge, Skills, and Abilities Required

Knowledge of; modern rescue, emergency and firefighting principals, practices and procedures; fire suppression, EMS, specialized rescue, hazardous materials, weapons of mass destruction, and fire prevention; knowledge of fire codes, ordinances, department rules, regulations, guidelines, and departmental programs and possess the ability to enforce the department rules, regulations and guidelines tactfully and impartially: knowledge of the principals of Public Administration, with reference to department personnel and budget preparation and administration


Skill/Ability to:
perform hazardous tasks under emergency conditions which may require strenuous exertion while caring for critically ill and injured people; work in extreme temperature, inclement weather, intermittent exposure to dust, fumes, and loud noise intensity, study maps to learn the district assigned as necessary; ability to perform as safety officer at emergency incidents; converse fluently and read English; read, write and understand written and verbal instructions, reports, documents and plans; use of good judgment; ability to establish and maintain effective communications with others; coordinate a safe and cooperative work environment; ability to teach and practice sound safety and work habits; ability to maintain discipline and morale; attain the most potential from the employees under the command by using the skills of good management effectively and fairly; work effectively as a team member; provide instruction to subordinates in the conducting of inspections, fire hydrant maintenance, smoke detector installation and proper techniques in apparatus and equipment operation; drive and operate fire apparatus to include; operation of pump, ladder and other assigned equipment; perform office skills (phone, computer, filing).


Safety/Physical Requirements; ability to maintain physical endurance and agility; maintain physical activity over extended periods of time including standing, walking, bending, crawling, kneeling, stooping in awkward positions; move/lift heavy objects up to 100 lbs. Climb ladders and work at considerable height while supported by ladders or ropes; work in closed, confined spaces safely; wear/use self-contained breathing apparatus and/or purifying respirators and other personal protective and chemical protective equipment as required; use and maintain safety equipment as required by departmental regulations.


Certifications and Licenses Required

Advanced Firefighter Certificate by Texas Commission on Fire Protection (TCFP);

Fire Instructor II by TCFP;

Basic Fire Investigator Certificate by TCFP; or Texas Fire/Arson Investigation Certificate by TCFP;

Basic Emergency Medical Technician (EMT) by Texas Department of State Health Services (TDSHS);

Appropriate valid Texas Driver’s License; class B exempt minimum is required.


Salary

$96,345.60 - $120,432.00 Annually DOE
